RESOLUTION APPROVING COOPERATION
AGREEMENT BETWEEN AUTHORITY AND CITY
OF SAINT PAUL RESPECTING DOWNTOWN
URBAN RENEWAL AREA MINN. R-20
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul,
Minnesota proposes to undertake an urban renewal project designated as Downtown �
i
Urban Renewal Area Minn. R-20 with the financial aid and assistance of the ;
United States of America Housing and Home Finance Agency under Title I of the
Housing Act of 1949, as amended; and • :
WFiEREAS, under the provisions of the Redevelopment P1'an for powntown Urban ,
Renewal Project Minn. R-20, the City of Saint Paul proposes to provide a cash �
contribution, and certain public improvements and facilities; and �
WHEREAS, as a condition of providing financial assistance under a Loan and
Capital Grant Contract for the Project the United States of America Housing and .
Home Financ e Agency requires assurance that the City of Saint Paul will carry •
. out the undertakings set forth in said Redevelopment Plan; and '
WHEREAS, a proposed Cooperation Agreement Respecting Downtown Urban Renewal ' ;

THIS A�RE�iLi�T by and beCt��ee� the Housing and P.edevelopment
Authority of the City of Saint Paul, Minnesota (herein called the "Authority")
and the City of Saint Paul, Minnesota (herein called the "City").
WITNES S�H;
WHER�AS, the Authority, a public body corporate and politic, duly
created and functioning under the lawa of the State of Minnesotu, is under-
taking r�n urban renewal pro�ect, known as the Docc�Co�au UxUan Renewal Area '
Minn. R-20 (herein called the "Pro�ect") , locuted in the area (herein called
the "Pro�ect Area") described in Exhibit "L-�" hereto attnched anrl made a part
h ereaf;
WH�REAS, Che Project involves the �cquisition by Che Authority,
the clearance and the disposition far reaev�lopment, of property in the
Project Are� and the provision of s�reets, utilities and other site 3.mprove-
menta essential �or the preparation of the ].Ancl for its reuse in accordance

with t� redevelopment plan as prepared by the Authority ancl approved by
. �.' resolution of the City CF No. 218124 on Mny 15, 1964;
� , WHER�AS, the conditions of c�eterioraticn and blight existing in
�• the Project Aren constitute a menace to the cos�unity nnd are detrimental to
the health, s�fety, morals and welf�re of the residents of th� co�unity and
the state; and the elimin�.tion of said conditions of deterioration and
blight by the F,uthority with federal fin�nciul assiatunce pravided pursuant
to Title I o£ the Housi�g �ct of 1949, Es araended, inclucling the �cquisition,
clearance und diaposition of land in the PLOject Area for redevelopnent by
privnte enterprise in conforiaity with the redevelopu�ent plan therefor, is
necessary for the �rotection and preservation of the public he�alth, safety,
morals and welfare, and that the carrying out of the Project is in the �
\ public interest; �

WH�REEiS, it is required unde;r said Title I o,f the Housing Act of
1949, as anencled, that the federal contract fcr capital grant gsaiatance..tor
the Project between the Federal Governzlent and the Authority require Che �

provisions of local grants-in-Aid in connection with the Project, which
local grants-in-aid shull conais� of either, or a combination of: (1) cash
granta; (2) donations of lund; (3) demoliCion or renoval work or site
improvements in the Project Area; or (4) the proviaion of parka, playgrounds,
and public buildings or facilities w:�ich benefit the Project;
WH�RT?.�5, it ia necessary and in the sound interest of the com�►unity
ancl otherwise beneficial nnd advantageous �or the City to ecoperAte with the
Authority in carrying out the Project to the end that deleterious conditiona
in the Project Area be removed und that the Pro�ect Area be redeveloped in
accordance with sound practical plunning objectivea, which redevelopment will
contribute muterial].y to the well-Ueing, pro�resa ancl develop�aent of the '
community as a whole;
WHEREAS, in order to carry out the Pro�ect and quulify for federal
� finaacial assistunce, it is essenti�I that the CiCy provide certain local
�rants-in-aid as lierein specified to the end that the Authority may zeceive
the eaid assistance which is essenCial for effectuating the Pro�ect an�l in
�
order to carry out the plans and oUjectives of the coc�unity;
WHEREAS, upon the bnsis of reusonable estimrites of cost prepared
by the AuthoriCy, it appeArs that the net project cost of the Project to be
,
incurred by the Authority in carrying out the ProjecC, constituting the
difference between the groas cost of the Pro�ect and the proceeds derived
from the disposition of the land or other property sold by Che �,uthority,
amounts to appro�imntely $20,308,247 of which amount the Federal Government'
is expected to provide ;to the Authority approximately $15,231,185 in the
form of a capital �rant, leaving a balance of approximtitely $5,077,062 whichJ
' it is necessary be provided in the form of local grants-in-aid; and
, WHERELIS, under section 35 of the Minnesota StaCe Housing Act of
1947 as anended, (M.S.A. 462.581) the City ia duly authorized to cooperate
with the Authority ia carryin� out the Pro�ect and is enpowered to enter into
this Agreeiaent aad otherwise pravide the local granta-in-aid herein specified;

NOW �REFORE, in conaideration of the mutual benefits and
advantages herein provided for and of the mutual covenants and promises
hereinafter set forth, the Authority and the City do hereby agree ns
follok�s:
1. The Authority will proceed with due diligence in carrying
out the Project to its completion for redevelopment of the Pro,ject Area
in accordance with the Redevelopment Plan there�or npproved by the
governing body or the City; the Authority shrsll take all necessary steps
to secure the financinl assistance of the Federal Gavernment under Title
I of the Housing Act of 1949, as amended, For the Project; and the execution
of a Loan tind Capital Grant Contract bet-ween the Authority and the United
States of Americ�. providing such financial assistnnce shall be a condition
of the undertakin� Uy the City of its obligations under this Agreement.
2. The City hereby ngrees, subject to the condition set forth
in Paragraph 1, above, ta provide as local grants-in-aid the followin�,
in the approxinate anounts, at the ti.�es, and in the r,ianner indicated below:
(a) The City agrees that it will provide as a
local non-cash grant-in-aid to the project,
street, curb ancl sidewalk denolition, sewer
and water disconnection woric, drainage atructure
renoval, si�e inpravements work including sewer,
wat�r supply, curb, sidewalk, road and traffic
islancl construction, all as described more
specifically in Section 224, Pro�ect Inprovements
P.eport, of the supportin� documentation of the
Redevelopment Plan for the Pro�ect dated October
1963, a copy of which, is attnched hereto as
Exhibit "B°1, at Iter� II, Site Clearance, Site
Improvements and Public Utilities Thereof at a
' total cost of approxir�ately $1,372,645. � The
City further a�rees that said work shall be
provided as required to meet the development
schedule of the Project and shall be co�nenced,
if so required, not later than Septe�ber 1, 1464,
ancl completed not later than November 1, 1969.
(�) The City agrees that it will provicle a cash
' grant-in-aid to the Project in an timount estimated
at a total sum of $1,705,676 to be realized from
the proceeds of the sule of City of Saint Paul
. Urban Renewal General 0'�ligation Bands. The City
a�raes to issue said Bonds on or before September
1, 13b4, and to n�ice the proceeds of said sale
available to the Authority as soon after said sale
as the Arsthority iaay requ�re. The Authority a�rees,
that in the event of- the unde�taking Uy the Authority
of the Rivervie�v Izdustrial Project Minn. R-26
with the f�nancial �s�istance of the Federal
Gavern�ent, a11 surplus non-c�^sh grant-in-�id credits
fron said Project (now estimated at $954,735), to

the esteat eligiUle under Federal regulations
governing the pooling of local grant-in-aid
, credits between projects, shall be applied to
the Downtown Urban Renewal Area Minn. R-20 in
reduction of the local cash grant-in-aid herein
provided for and of the City's obli�ation to
iesue bonds under this Paragraph.
(c) The City ngrees that in the event the financial
responsibility for installation of the Pedestrian
Passageway Systen to be constructed by the
Authority all �s set forth in Exhibit "B",
at the Section designuted as Supporting Facilities
hereto uttached is not placed on the redevelopers
of the Project Area, the Ciry shall make
provision for payment of the construction and
installation of said System in an �ount
estimated at u total sum of $2,047,200 to
be realized from the proceeds of the sale of
City of Saint Puul Urban Renewal General
Obligution Bonds to Ue iasued for thAt purpose.
The Authority agrees to tiraely advise the City
of the necessity, if any, for the issunnce of
Bonds for thia purpose and the City agrees to
issue said Bonds within six nonths of said
notice and to muke the proceeds thereof avail-
able, as required, for the payment of the
construction and installation of the Pedestrian
overpass System.
3. The City and Authority a�ree with respect to the pravision
of public areas a.nd street rights-of-way as follows:
(a) The City agrees that it will purchase those
Parcele desiguated as Right-of-Way To be Sold
to the City of Saint Paul on I�ap 3I, Disposition,
which is hereto atCached as Exhibit "C", uhich
Paseels are to be uaed as additiot�al rigkt-af�wey
3n the widening ac►d improveaient of project
streets r1� provfded for ia Paragraph 1, abrnre.
The City agrees to pay ns compensation for said
lund ita fair market value as cleared land at
its highest and best use. An estimate of said
purchase price has been iacluded in the cost of
providing said improvement as set forth in �
Paragraph 1, above; however, actuc�l fair market
value shall be established prior to the purchase
herein provided for by the Authority on the basis
of the narket value nppraismis by two independent
appraisers selected by the Authority.
(b) The Authority agrees to improve ar�cl dedicate to
the City, without cost, those Parcels desi�nated
as Right-of:Way to Be Dedicated on Map 31,
Disposition, at�ached hereto as Exhibit "C"; to
improve and dedicate to the City without cost
four public open areas for park, walkway and
recreational use designated on Exhibit "C" as
Parcel PC-1 cont�ining appro�cimutely 24,000
square feet within Block D-1, Parcel PC-II
containing approximately 15,000 square feet
within Block A-1, Parcel PC-III containing

approximately 5,000 square feet within Block
C-1, und Parcel PC-IV contuining approximately
5,000 square feet, the exact locations of which
shall be hereafter fixed by the Authority; r.�nd
to dedicate such portions of the Pedestrian
Passagewuy System as shall be mutually agreeable
to the parties hereto, '
(c) The City shall, in the wanner provided by law,
in particular Minnesota Statutes Section 462,581
and Section 129 oi the Charter of the City of
Snint Paul, Minnesota, vacate the public alleys
and puUlic ways as desi�nated in Mup No. 1, Boundary
and Acquiaition Map, attached hereto as Exhibit
"D", all without cost to the Authority or uffected
property owners; ancl the City shall accept
dedication of the streets �d public open areas
to be dedicated without cost by the Authority
under the provisions of this Para�raph 3.
4. The City und the �uthority agree that the public facilities
and public open areas to be provided under this A�reement shall be open
to all persons without regurd to race, color, creed or national origin.
It is further understood nnd a�reed by the parties hereto and any
redevelopers af£ected thereby that in any fvture agreement to be arrived
at regardin� the declication of the Pedestrian Pussageway System provision .
rwy be cnade to fnsure adequate maintenance, improvenent and policing of
said system as dedicated, pravided, however, that any proviaion so adopted
shall have like or equal applicution und effect on all members and persans
of the public without regard to race, creed, color, or national origin.
5, The City further agrees that it will cooperate with the
Authority by taking such other lawful actions us may be deemed by the
City and the Authority to be necessary or desirable for the currying out
of the Project.

1. Site Clea�ance
All existing site improvement removals submitted as an Item I Pro3ect
Expenditure lie entirely within the project area. Ttie orily exception
to this stems from the City's agreement to undertake all work required
on Jackson Street fiom Kellogg Boulevard to Fourth Street. It has been
determined that the below indicated items are necessary to fulfill the
renewal objectives in accordance with the redevelopment plan. The pre-
sent policy toward financing all site improvement work is one of assess-
ment to the adjacent property owners. The work proposed for the project
area will be financed by general obligation bonds and without assessment.
A. Removal of existing site improvements
1) Alley surfacing
Various alleys now existing within the pro3ect will
be vacated in accordance with overall pro3ect develop-
ment plans. This vacation, and subsequent iedevelop-
ment will necessitate the removal of the existing alley
surfacing. Where structures that are designated for
retention, are pxesently utilizing the alleys for ser-
vice, the pavement will be left inta�ct.
The following alleys will be vacated and the surfac-
ing removed at a unit cost of �1.15 per square yards

2) Surface Drainage Structures
Existing surface drainage structures will be removed
within the project area. The Autho=ity will be res-
ponsible for the removal of only those drainage struc-
tures which presently serve the project area exclu-
sively. The structure will be knocked down, the
connection pipe to the main sewer removed, and the
connection itself plugged.

B. Structure�C]�earance
An extexior and interior structuze inspection was made of all
structures in the project area. Those inspections were made
to determine any existing inadequate structural conditions.
The information derived from these inspections was evaluated
in light of standards set up irf conjunction with central busi-
ness district requirement,s. A determination as to whether each
individual building should be retained or demolished was made.
The standards and a summation of the results of the inspections
are included in Section 212 of this report. The only structures
scheduled for retention due to their present adequate physical
condition and compatible function with future pso3ect develop-
ment are the First National Bank Complex, Twin Cities Savings,
Pioneer Endicott Complex, American National Drive-In Bank, the
Amexican National Bank, Cardozo's Furniture Company Complex,
all within the pro3ect and will be excluded from purchase (See
Map No. 1, Boundarv and Acauisition Map) . At the present time,
there are numerous sidewalk vaults located ad3acent to the build-
ings and under the public sidewalk. These vaults are open on the
building side to allow access from the building. The demolition
of the structures will expose these vaults and in many cases,
probably cause the sidewalk now covexing the vault to collapse.
The City will require that these collapsed vaults be filled with
a compacted sand fill and a temporary 2" asphalt surfacing be
placed in the voided area, to allow pedestrian traffic to util-
ize the walk during the interim between demolition and recon-
struction.

Authority ownership of the building includes the permit for
the use of public land within the specific sidewalk vaults. �
The backfill of the vaults and the walk restoration then be-
comes the obligation of the building owner (Authority). Costs
for the backfilling of the vaults and the temporary sidewalk
surfacing is therefore included in this structure clearance
estimate. All basements and sub-basements exposed in the
demolition procedure will be left open for the convenience of
the redeveloper.
Due to the fact that redevelopment scheduling may necessitate
the leaving of a basement excavation open for a long period of
time, and the fact that the project area is located in a heavily
populated area, makes the erection of fences around the exca-
� vation mandatory from the standpoint of public safety and pro-
tection. This fencing as well as the asphalt surfacing over
the backfilled sidewalk vaults, are temporary in nature, but
will be necessary to meet City requirements for the redevelop-
ment area (see Map No. 30, Propertv Maq, for block designation).
As will be indicated in the private utilities section of this
report, the vaults now owned by any private utility company must
be retained and the equipment within protected from damage du=-
ing any demolition work.
The total cost of demolition was obtained from the City of Saint
Paul, and was based on the Authority' s engineers' estimate and
bid prices on similar clearance pro�ects in the Saint Paul area.
In all cases the structures are masonry construction.

In all cases the numerous water service lines, now serving the
structures scheduled for demolition, will be disconn�cted at the
existing water main and the connection terminated with a mechan-
ical expansion plug of sufficient strength to prevent pressure
blow-out. The services vary in size, and the costs have been

f. Street Lighting
It is anticipated that a project expense will be experienced
for temporary street lighting for the interim period between
demolition and reconstruction activities. This expenss, while

of temporary nature, is definitely required to fulfill the
Authority's obligation to the City. It is anticipated that
the most feasible way of installing this temporary system is
to transfer the fixtures, which are presently attached to the
existing buildings, to poles located within the street right-
bf-way. The Northern States Power Company will i�stall the
temporary service and charge the Housing and RedeVe�opment
Authotity for th� expenses involved. No tempo���y lighting
will be requiied �ri the bbundary streets; with the �xception
of Kellogg Boulevard, as the lights oh the buildings border-
ing the project will provide sufficient light to satisfy City

2. Site Improvements
A. Renwval of existing street improvements
A thorough study of the fiiatory and present condieion of street
im�rovemeata for all the streets in the pro�ect area was made by
, the City street department engineers. The City recommendations
have been reviewed and the following cost eatimate is based on
these reco�nendations. In all cases the alterations will be under-
taken in conformance with Citq of Saint Paul co�struction atandards.
The general standards for improvements within the downtown area, are
diaplayed in a letter from Eugene Avery which is attached herein as
Exhibit A. All improvements are determined in light of the objec-
tives of the project as displayed in the Redevelopment Plan. The
unit costs for the majority of all items have beea obtained from
a schedule of prices currently uaed by the City of Saint Paul in
their contract letting operations.
1) Pavement base removal
It has been determined by the City engineers that the existing
pavement base , on a limited number of streets in the pm�ecC
area, will be deteriorated to the extent that the exiating
base will be removed and aew base insCalled (See Site Improve-
ment Section). New paving could be installed over the existing
base, but an unsatisfactory conditioa would result from the
atandpoint of expected years of service. Where pavement base
is proposed for removal, the existing surfacing will also be
�removed and the cost of same will be included under this coat
item, and omitted from the pavement surface removal item.

3) Sidewalk Removal
The public sidewalk in the project area is integraCed with the
curb creating a monolothic sidewalk and curb. The project plans
indicate that the major portion of the existing pavement will be
widened, therefore necessitating the xemoval of the exieting
sidewalk. The present physical condition of the walk through-
out the area also indicates Che need of removal. Before any
new walks can be installed, the existirig sidewalk vaulCs must
be filled. In consideration of the fact that existing sidewalk
vaults will be expoaed when structure demolition is undertaken,
the cost of filling the vaults wi7.1 be included in the structure

B. Street Construction
• Interior street construction within the project area will involve
numerous items. It has been determined by CiCy traffic engineers
that the streets indicated must be widened to accommodate adequate
lane widths for the anticipated traffic volume i� the project area
(See Map No. 5, Proposed Ri�hts-of-Wav). Thie widening procesa will
involve the installation of new street base. As indicated in Site
Clearance Section 1 of this report, the present conditioa of the
exisCing street pavement within the project area warranta resurfacing
throughout the ma,jority of the area. With the thought in mind that the
existing sidewalk and gutter line grades must be maintained in order

to inaure adequate drainage away from the exietiag and proposed

within the project area, the proposed plan indicates that the exist�
ing walk will be decreased in wi� :a. Due to the deteriorating con-
dition of the existing sidewalk and the anticip�ted high expense
of cutting_ the walk and providing a new curb, it is propo$ed that
an entire new morolothic sidewal�C and curb be constructed. The
City of St. Paul has been consulCed on this proposal work and the
construction wi11 be ia accord with the City standards regarding
each item. The unit costs, for the majoi�t.y bf work, were ob-
tained from a achedule of costs currently being used by the City
in their contract leeting operations. Project credit £or the
street construction items was determined on tihe basis of City
traffic estimates of the volume of traffic which will be generated
by the project. The streeta throughout the pro�ect will function �
as collector streets during rush hour peaks. This atreet width
will also conform t� th� pro�e�ted City thorough-fare requirementa.
In all cases where 100°I, pro�ect aervice and benefit is claimed the
pro3ect right-o£-way and pavement width r�quirementa will exceed
80% of the proposed widths.
1) Right�of-Way Acquisition
There wi7.1 be no right-of-way acquisition aaet for any right-
of-way widening on the streets within the pro�ect which have
beea designated as being of sole benefit and service to the
pro�ect (See preceding Section A.) , as these rights-of-way
will be dedicated Co the City. (See ;tem 11, Site Improvementa
for extent of Cit.y right-of-way �cguisition).

2) New Pavement Base
New paveinent will be installed in all areas indicated for
pavement wideniag, e�d those indicated for existing base
removal (See Map No. 5, Prop,osed Ri.�,hts-of-WaY; and Item 1
Site Clearance section of this report). Thia base will con-
sist of 7" Portland Cement Concrete. When widening oaly ie
involved, the base will be laid to a �rade approximately even
with the adjacent existing surface grade. This grade relatioa
will allow for a 3 1/2" asphaltic concrete repaving over the
entire roadway. When an entire new base course is installed,
the existiag base grades will be maintained. It has been the
experieace of the City, in past street improvement work, that
often after street constructipn has been initiated, the exist-
ing pavement base i�s fouud Co be deficient and inadequate for
any new pavement installation.
The causes of thes� deficiencies are varied and no accurate
prediction of when or where Chey might occur can be made.
Based on zhe possibility of adverse findings in some areas,
the contingency figure for this item will be increased bq

3) Repaving
Repaving will be undertaken on all streets within the pro�ect
area. (Repaving consists of a 3 1/2" asphaltic concrete lift).
In that portion where the exiating pavement has been proposed
for removel and also thaC portion of the atreets that will be
widened, a new 3 1/2" asphaltic concrete wearing course will
be conatructed. The same 3 1/2" asphaltic concrete wearing
courae will also be applied to the streeCs designated for com-
plete pavement removal. It has been determined that one toa
of asphaltic c�crete wearing course will cover 5 square yards
whea layed in a 3 1/2" lift. Z'he unit cost of thia wearing courae
is $12 per ton, including aeal and tack coate.

C. Public Utilitiea
It has been determined tihat all public uti.lity alterations throughout
the project will be undertaken bq the Ci.ty of Saint Paul and submitted
as an Item II expense. The amount of credit that the project will
receive for each undertaking will be established and submitted as
non-cash local grant-in-sid credit. The entire public utilities
improvements are discussed in the Item II Site Improvements sectioa
of this report.
D. Pedestrian System and Open Courts
The entire pedestrian passageway system aad the proposed method of
operation of same is discusaed in det�il in Section R 214 of thie
aubmission. As indicated in Section R 214, the specific location and
configuration of all pedestrian passagewaqs will be proposed by the
redeveloper and is subject to the approval of the Authority. This
flexibilitq and latitude of desigu geaerally precludes the comple-
tioa of a precise cost estimate at the time of this submission:
The dollar esCimate eubmitted herei� for all passageways, including
all vertical access facilities, is based on recommendations o£ com-
petent Architects and Engineers familiar with the design and con-
struction of commercial developmenta of this magnitude.
For convenience in preparing thia cost estimate (as well as in deter-
mining a method of financing) the proposed pedestrial sq�tem, while
being aa entity in itself, can be discussed as three distinct seg-
ments. This division of segmeats will be: 1) the passageway itself,
transveraing the internal porti.ons of the blocks; 2) the vertical
acceas facilities; and 3} the passageway bridges spanning the
public rights-of-way.
Vertical access facilities, when located within an existing building,
and tbe portion of the passageway system which traverses the blocks,
will be the financial obligat�on of the respective developer(s) whoae
building the system is withia or adjacent to, although devices will
be developed to assure public ownership in the manne� aeC forth in

Section R 214 of this submisaion. In accord with SecCion 17-4 of
the Urban Reaewal Manual, the cost of construction experienced for
this portion of the system is computed as a non-cash local grant-in-
aid. (Z'he portion of the syatem wholly contained by the proposed
G.S.A. building will be excluded from this cost estimate, based on
the asaumptfon that Federal monies will be used to fiaance its con-
struction). (See Item II portion of this submissioa for this dollar
cost eatimate).
The vertical acceae points wl�ich ori�iaate in, or which serve d3.r-
ectly the proposed pedestrian courta, ar� necessary for the function
of the passageway system. It is anticipated at this time that the
Housing and Redevelopment Authority will finance these facilities
with pro�ect funds (Item I).
In anticipation of the overall project benefit from the passageway
bridges it ia proposed that the Housing and Redevelopment Authority
will fiaance Che construction of all bridges spanning public righta-
of-way and contaiaed by said righta-of-way, as aa Item I coat, with
the exceptioa of that bridge proposed for extending the passageway
system into Daytona Department Store (a building lying outside the
project area). Because of the importance of this coaaection to the
total syetem, it is proposed that the Hous�.ng and Redevelopment
Authority finance 50°Jo of the cost of consCruction of this bridge.
The pedestrian bridge costs do not, however, include the costs of
reconstructing existing structures in the manner aecessarq to receive
the pedestrian bridges.
The 15 and 20 foot passageway widths utilized as a basis for this
project cost estimate ar� those reco�ended ia the Report on Pla�ning
Propo�als (R214) to ineure adequate pedestrian movement throughout
the project. The bridges will be constructed to the recommended
width with the individual developers having the latitude of exceeding
these minimum widths at their diecretion.

As in the case of the pedestrian passageway syetem, the proposed
pedeatrian courts are discuesed fully in Section R 214 of this
submisaion. The courts, being an integral part of appropriate �e-
development are to be financed by the Housing and Redevelopment Auth-
oritq with pro�ect funds (Item I).
The general type of development proposed has been reviewed and a
reasonable square foot cost estimate established for each of the
four courts. As indicated previously, great flexibility of design
may be exercised in auy proposed court area. The courta will include

4) Curb Removal
The only curb removal work that wi21 be undertaken in con�unction with
the pro�ect redevelopment is that small porCion of curb containing
the traffic island in the center of Rellogg Boulevard, immediately
east of Robert Street. The pro�ec� development plaus call for the
removal of this ieland, and the conatruction of a new island incor-
porating a turning lane. Thi.a existing fill comprieing the island
can be utilized as fill in the proposed island, and no disposition
cose will be conaidered. The crub removal amounts to 127 linear
feet at an eseimated removal coat of $0.50 per linear foot. Total
coet of $64 ie also ihe credit claimed as the improvemenC is in
accord with the objectives of the Plan.
B. Existiag aur£ace drainage atxucture removal.
In the pro�ect area, epecifically boundary streete and all locations not
serving primarily the project area, the City of Saint Paul will be res-
ponsible for Che removal of the followiag drainage structurea. Numerous
other drainage structurea exist in the project area, but they empCy into
the existing clear water sewer syatem and will not be removed. The
service area of the drainage etructures on Kellogg Boulevard and Seventh
Street serve a drainage area which amounts to 50% outside the project
and 50% within, however, a11 such changes are necesaitated by the atreet
improvements which are in accord with the objectives of the Plan, there-

the project area. These islands, specifically on RobexC Street and
Kellogg Boulevard, wi11 function as separatore for the two-way

B. Public Utilities
The existing public utilities in the project area consist of water main,
combination sanitary and sto=m sewer, street lighting, and a Police and
Fire alarm system. These facilities have been seviewed with =epresenta-
tives of the departments involved and their adequacy has been evaluated
in the light of the proposed redevelopment and anticipated xeuse. In
general, the existing utilities in the entize downtown area were origin-
ally installed prior to 1900. • It was the general opinion of the depart-
ment representatives reviewing the systems, that the systems now existing
are in sufficiently good physical condition and repair to warrant reten-
. tion, if they have sufficient capacity to serve the area. In general,
the proposed redevelopment will be of the same character and use as is
now existing in the area. At the present time, the existing facilities
are functioning adequately, with the minor alterations indicated for the
water system. The demolition of structures and the alteration of right-
of-way widths will necessitate the adjustment of some of the present
facilities. In other instances, the City's current policy toward rede-
velopment areas will dictate changes in exi;sting facilities. The var-
ious systems will be xeviewed individual�.y �n the following portion of
the report and the various problems peculiar to each system involved.
1) Water Main
The existing water main, although installed primarily prior
to 1900, has developed little interior corrosion. (See Map
No. 9, Existi.na Wa�er Main) (This statement is based oh
observation made by City water department employees when sec-
tions of the existing mains have been removed.) Except for
peak periods of watex consumption, the existing water main
now provides adequate pressure and volume of flow for exist-
ing uses. The City water department engineers feel that this
redevelopment activity will afford the needed opportunity for
installing a new 16" water main in Robert Street between Kellogg
Boulevard and Seventh Street (see Map No. 10, P=oqosed Water
Svstem). This main would serve to balance the existing grid
system and will satisfy thQ e�cpected peak period deficiencies

following redevelopment. At the present time, the pro3ect area
is encompassed by 12" or larger water mains which serve the
area surrounding the pro3ect. It is anticipated that the pro-
posed system will provide adequate water pressu=e and volume
for any structures up to approximately 5 stories. Above this
height, the pressure drop may be such that an independent
booster pump will have to be installed by the redeveloper. No
additional water demand is anticipated for air-conditioning
the various new pro3ect structures, due to the City of Saint
Paul Air-Conditioning Ordinance No. ll�l,.7, which dictates an
extremely high demand for this water. It is anticipated that,
due to the rQlatively high water table, private wells will
prove to be the most economical means of serving the water
necessary for the air-conditioning. Adequate fire proteetion
within the area will be upheld with the retention of the ex-
isting fire hydrants and the installation of the proposed 16"
main in Robert Street. It is the opinion of the City water
department engineers that this new 16" main will serve only
the project area, the=efore 100� credit is claimed for its
installation and all gate valves located within the line. Pro-
ject credit for all fire hydrant work is based on the service
�rea of each hydrant. Numerous gate valves on mains both with- _
in the pro3ect and on project boundary streets were not installed
at the time of initial main construction. These valves will be
installed as a part of pro3ect development to upgrade the system
within the area to current City standards. Each valv�e proposed
for installation has a definite service area immediately surround-
ing it. (This service area exists irrespective of the water main
size involved) . In the event of a water main break, the area
se=ved by each valvs may be isolated and the overall City dis-
tribution system will continue to function adequately. The gate
valves proposed for installation in the project boundary streets
benefit the project 509� and the surrounding area 50�. On this
basis, the pro3ect credit is computed at 50� of the total install-
ation costs (see Map No. 10, Propqsed Wate,� ,Sys�em). The proposed

street alterations within the project will necessitate the
relocation or setting back of numerous fire hydrants. The
existing hydrants which do not now conform to City standards
will be replaced.

2) Sa nitary Sewer
A large number of the existing sewer lines in the Downtown area
are constructed in a manner peculiar to the Saint Paul region.
The region is underlain with a soft, permeable sandstone. In
many areas this sandstone is located relatively near the ground

surface and is very thickly concentrated. The City has, through-
out the years, taken advantage of the tunnel method when con-
structing their sewer lines (see Niap No. 6� Exi.stina Combination
Sanitarv and Storm aewer Svstem). These tunnels have been, by

necessity, constructed to a minimum size of 2' 6" wide and
4' 0" high. This large size makes accessibility for the pur-
pose of visual inspection extremely easy. Recent inspections
by sewer department employees have revealed that the exist-
ing brick and/or concrete inverts of the various tunnels are
in satisfactory condition and will warrant no extensive re-
paii work at the present time or in the immediate future.
The existing combination sanitary and storm sewer will require
separation in accordance with the City's policy toward rede-
velopment areas. The City sewer engineers have been consulted
and they feel that in light of the proposed redevelopment it
will be feasible to construct a new clear water drainage sys-
tem through the pro,ject. By removing the clear water flow
from the existing sewer system, and allowing it to function
strictly as a sanitary system, it will prove more than ade-
quate fo= any future redevelopment. The only cost expected
to be experienced in con,junction with the existing sewer sys-
tem revision is the termination of the existing catch basins
and inlets and theix connections to this sewer (see Site
Clearance Section of this report for cost figure) .
3) Storm Sewer
The separation of the existing sanitary and storm sewer, by
the installation of new storm or clear water sewer, will be
a major utility improvement in the pzo3ect area. At the pre-
• s�nt time the existing sewer directs all but large quantities
of clear water drainage, as well as the sanitary sewage, through
the City sewage treatment plant. It is obvious that the clear
water portion of the sewage flow requires no treatment before
it enters the river. The expense of operating a treatment plant
is based on the volume of sewage passing through the pla nt. By
routing the clear water through the plant, the operation cost
is increased beyond actual requirements. The present sewer sys-
tem does provide for gravity separation of sewage and clear water
when the system is flowing at capacity. The City sewer engineers

have recorr�nended that any new clear watex system be connected
to these "overflow" lines and utilize the existing river out-
lets when feasible.
The clear water flow from these structures which are proposed �
for retention will be alt�red to utilfze the proposed sewer
system. The anticipated a�terations to the existing street im-
provements will make this service line relocation feasible.
The exioting clear water �ewer system in the project area will
continue to serve its present drainage area. In addition, that
drainage area lying west of Minnesota Street will be outletted
�" into the Minnesota Street line at Fifth Street. (See Map No. 7,
Pxoposed Storm Sewer S1�stem, and Nlap No. g, Boun�aries at Storm
Water Dxainaae Area�s.) The outfall line irr Minriesota Street ,from
the proposed Fifth Street connection 'has the capaci.ty to carry
the, additional�volume.
The locations of the new storm sewer lines are indicated on Map
No. '7, Pz�oaosed Storm Sg�er ��em. After considering the exist-
ing surface contours and other pertinent factors, these locations
were determined to be the most feasible. Due to existing condi-
tions north of the project area, the proposed sewer line in
Minnesota Street will be utilized and will accommodate the anti-
cipated surface drainage area of approximately 11.$ acres, in
addition to that project area indicated on Figure No. 8, Storm
Drainaae Area. The depth below the ground surface and/or the
thickness of composition of the St. Feter sandstone in the region
will preclude the use of a sandstone tunne2 for any sewer line.
Open cut sewers are anticipated throughout with the installation
of the sewer invert at a minimum of 22 feet below the ground sur-
face to accommodate any redevelopment which w�ould incorporate a
basement and one sub-basement. The Jackson Street sewer will
extend from Sixth Street to Lambert Landing, with the installa-
tion of the segment between the River and Kellogg Boulevard to
be undertaken in con3unction with construction planned for the

10� of credit to the pro3ect in accordance with the objectives
of the Plan. The actual service areas are, however, indicated
below.
The sewer line proposed for installation in Robert Street, Fifth
Street and Jackson Street and extending from Jackson Street and
Kellogg Boulevard to the River has a service area of 20 acres.
Of these 20 acres, 1.9 acres lie -outside of the pro�ect boun-
daries. This area constitutes less than 20�8 of the entire ser-
vice area (1.9 acres/20 acres = 9•59�) , therefore 100� of the
installation cost is claimed as project credit. This 100� credit
claim is also appropriate for that line lying outside the pro3ect
area, extending from Kellogg Boulevard to the River. Although
this line lies entirely outside the property, it se=ves only the
pro3ect, thereby justifying the 100� credit claim.
The sewe= line proposed for installation in Cedar Street between
Fifth and Sixth Streets has a service area �of 5.7• acres, of which
0.75 acres lie outside of the project boundaries. This area con-
stitutes less than 20� of the entire service area (0.75 acres/
5.7 acres = 13�), therefore 100� of the installation cost of this
line is claimed as project credit.
The sewer line indicated in Cedar Street between Sixth and Fourth
Streets serves an area entirely outside the project boundaries
and no installation cost will be submitted as a part of this re-
port. The cost of this improvement may, at a later date, be
claimed for non-cash grant-in-aid credit purposes.
The sewer line proposed for installation in Fifth Street from
Cedar to Minnesota Streets has a service area of 8.2 acres, of
which 3.25 acres lie entirely outside the pro�ect boundaries. '
This area constitutes 39.6� of the entire service area (g.2
acres/3.25 acres = 39.6�), therefore 60.l.� of the installation
cost is claimed as pro�ect credit. The drainage area for all
drainage structures on this line lies entirely within the pro-
3ect area, ,3ustifying 100� project credit.

Another important quantity of water that must be considered
in this pro�ect drainage system is that created by air condi-
tioning of the various redevelopment structures. At this time
the future air conditioning loads for the various structures
can only be approximated. The lack of approveci building plans
prevents the determination of the basic criteria required for
an air conditioning size calculat�ion.
Two of the factors affecting this air conditioning design are:
1) type of exterior wall construction, affecting the heat loss
or gain, and 2) the total volume of the structure that will be
cooled. The fact that private wells will, in all probability,
be used as the source of the necessary water, and the gallonage
capacity of these various wells cannot be calculated, presents
another unknown factor in determining the volume of the air-
conditioning water discharged into the clear water sewer. The
only one af these factors that can be determined with reason-
abie accuracy is the maximum cubic area to be cooled �n each
block. Project planning has assumed that the maximum intensity
of development for blocks may not exceed a floor area ratio of
�:1.
With these factors in mind, a review of an existing structure
having an operational "flow-through" type of cooling system
was made. It was ,determined that a cooling system of appro�
priate size for �the proposed redevelopment structures would
discharge O.00OQ005 cubic feet per second per cubic foot of
cooled building volume. All sewers proposed for installation
have been sized to accommodate this anticipated aiz-conditioning
voliune.
The City standards dictate the spacing of manholes at a maxi-
mum of 250 feet. It will be necessary to construct one dsop
� shaft in the sandxock tunnel at the intersection of Fifth Street
and Minnesota Street. The locations of the required manholes
and shaft are indicated on Map No. 7, Proq,Qsed Storm Sew�r

4) Lighting
The street lighting within the project area will be interrupted
completely by the proposed redevelopment activities (see Map No.
11, Existin4 Electricitv) . At the present time, the lighting
fixtures are located on the face of the existing structures.
The feedex conduits are located either within the existing struc-
tures or on the face of same. Befo=e any demolition action is
initiated, the light fixtures must be removed and returned to .,
the City. The City has expressed the desire to continue the use
of the building mounted fixture. Private developers will be res-
ponsible for the installation of the requi=ed street lighting
fixtures and all necessary faeder lines within the structure
from the point of termination of the electric companies service
to the fixture, All street lighting as furnished by the City
for redeveloper installation will be placed within lighting
ea$ement areas of redevelopers' properties to be determined at

a later date. The City has agreed to allow the redeveloper
complete freedom in the choice of light fixtures, and will
demand conformance to the following standards in regard to
the function of the light itself.
�1) A vertical height location of 26 feet from street
surface is recommended, but a minimum height of 20
feet will be considered allowable where abrupt
changes in surface grades would create architectural
design problems.
(2) The lamp must meet �the I.E.S. foot-candle standard
regarding the ratio of minimum to average lumination,
i.e., minimum must not be less than 25� of the aver-
age. The lumination must extend over the entire
roadway.
(3) The fixtures must be operated alternately on mid-
night and all night circuits.
Upon request by the developer the City of Saint Faul will make
available a sufficient number of fixtures identical to those
now in use in the Downtown area, i.e., Holophane Muralite U-851
containing a 400 watt mercury vapor lamp and all necessary bal-
last. After the initial instal�ation, the City will assume
responsibility for all opezation and maintenance costs involved
with the street lighting system. The utility of the existing
Holophane lamps is not now known, therefore the local cost is
not determined. Easement will be retained relative to parcels
to be sold and such easements will be to allow lighting units
on private buildings. The public cost will be determined at a
later date and non-cash grant-in-aid credit may be claimed as
appropriate.
The only expense which will be experienced in the street light-
ing improvements is that for the temporary lighting required in
the interim between demolition and construction. (8ee Site
Clearance Section of Item I)
5) Traffic Control System
The traffic control system, namely traffic light signals, that
will be effected by the proposed xedevelopment activities, has
been reviewed by the City traffic engineers and various recom-
mendations in regard to cost of changes have been made. These

existing facilities is determined at the time of construction.
Any cost changes will be reflected when they become appaxent.
Credit for any and all work will be claimed on the basis set
