06-551Council File #-��� / Green Sheet # D 38 SAINT PAUL, MINNESOTA ---- -- - - 1 WHEREAS, the Saint Paul Skyway System was constructed to allow safe, comfortable foot traffic 2 between buildings in downtown Saint Paul; and � 4 WIIEREAS, the design of the skyways is intended to give walkers a view of the city and an opportunity to 5 orient themselves as they travel across streets and through buildings; and 6 7 WHEREAS, the skyways aze carefully designed to blend in and not detract from the azchitecture of 8 surrounding buildings; and 9 10 WHEREAS, banners and promotionai signs conflict with these basic purposes and should be uncommon, 11 time limited and restricted to special occasions; and 12 13 WHEREAS, the Office of the City Attorney recommends that prospective amendments to the zoning code 14 be studied by the Planning Commission before fiirther action is taken by the City Council; 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 THEREFORE, BE IT RESOLVED, that the City Council requests that the Planning Commission study the following proposed amendments to Chapter 64 to the Legislative Code, and make its recommendation back to the City Council by July 19, 2006. Section 1 Proposed amendment to skyway banners in sign code: 1. Permitted: Only for charitable organizations and events and for public service announcements. 2. Prohibited: Government entities and business advertisements, including products and for profit businesses. 3. Nonprofits could advertise for specific events if the banner was kept up for no more than 30 days per event and a maximuxn of 3 times a year. 4. Commercial sponsors can put their logo(s) or name(s) on a legally permitted banner on no more than 5% of the banner. 5. The bottom of the banner will not be higher than the bottom of the skyway bridge, no more than 3' in height and 40' in length. 6.
