Dear Commissioner:
After a fairly mild winter, we. finally received
a heavy snowfall in the City of St. Paul which will require a
Snow Emergency declaration.
The snow began to fall at approximately 1:00
p.m. on March 3, 1964. Ward trucks began salting immediately.
Large truck spreaders were called for 3:00 p.m. , and 16 of those
spreaders were on the streets spreading salt and sand throughout
the nic,�ht, in addition to the 10 ward trucks . Between the hours
of 6:00 a.m. and 7 :00 a.m. March 4, approximately 50 pieces of
snow plowing equipment were dispatched to the primary streets.
This included 10 rented motor patrols. By 9:00 a.m. another 20
pieces of snow plowing equipment will be dispatched to snow plow-
ing routes, as the plows are attached. 'I'his makes a total of 70
pieces of snow plowing equipment on the streets by 9:00 a.m. ,
plus 35 sand and salt spreaders.
During a Snow Emergency parking is banned on
all streets classed as primary" between the hours of 10:00 p.m.
• and 11:00 a.m. as many nights as are necessary to plow the streets
from curb to curb, and parking is banned also on the east and west
residential streets between the hours of 7 :00 a.m. and 7 : 30 p.m.
on the even calendar days and on the north and south residential
streets between the hours of 7 :00 a.m. and �7 : 30 p.m. on the odd
numbered calendar days. This do�'�' not mean that snow plowing will
be lim-ited to the streets and times covered by this ordinance
becaus� it becomes necessary to do special plowing in order to
keep the roadways open and safe for traffic. As an example, the
snow plows are working during the daylight hours today on the
primary_ streets. We will be working until 6:00 p.m. , and will
then go back out on the primaries at 10:00 p.m. tonight and will
work until 7 : 30 a.m, tomorrow. Also tomorrow, Thursday morning,
March 5, our plows will begin the plowing of the north and south
residential streets •at 7 :00 a.m. and will �plow until 7 : 30 p.m.

In view of the fact that the snow had accumulated
to 4 inches by 5:00 a.m. this morning and also the fact that the
U.S . Weather Bureau along with the Central Weather has predicted
that an additional 4 inches will fall today, I feel it very neces-
sary that we declare a Snow Emergency, and make the new Snow
Emergency Ordinance become effective immediately and continue
until all streets have been cleared and made safe for vehicular
traffic.
It will also be necessary to remove snow from
many of our main arteries and the downtown business district.
For your information, we will remove from the downtown area and
from University Avenue beginning at 9:00 p.m. this evening. We
hope to be able to complete removing the snow from the downtown
area tomorrow night and also we hope to be able to remove snow
from such streets as Payne Avenue, Arcade Street, Grand, Selby,
W. Seventh and the other main arteries before the end of the wee.k.
'I'h.is will be a costly operation, and I would
not attempt to estimate the over all cost at this time.
