P�►tJL INTER-OFFICE COMMUNICATION February 28, 1964 Hon, Milton Rosen � - Commissioner of Public Works . � • DEPARTMENT • Re: Tepee Rubbish, Burner Dear Commissioner: . , I was i�formed that there has been sozne ob- jection to the erection of the tepee rubbish burner at our Pig' s Eye Landfill. I am not aware of the exact objections, but I ' assume that they refer to the possible type of material which we plan to burn and the possible hours of operation. For this reason I would like to have it clearly understood that the pur- chase of the tepee burner was proposed to eliminate the practice of open burning which is necessary at the Pig' s Eye Landfill and also to eliminate the danger of the many fires which break out on the regular dump area possibly due to sparks coming from the open burning area. � We will continue to burn th� same material in the tepee as we are now burning in the open area, with the ad- dition of some non-compressible material which is hauled into Pig ' s Eye by various contractors, including some of the Minne- sota Mining and Manufacturing. waste material. Such materials are all combustible, but they are classed as dry waste as com- pared to the liquid waste which is objected to so strongly in many areas. We expect to burn no garbage, no liquid waste, no liquid or dry chemicals, nor any material which will emit ex- cessive or noxious smoke or odors . We also intend to burn with- in the same hours which we presently burn in the open area-- that would be between the hours of 7 :00 a.m. and 5:00 p.m. In addi.tion to dieQosing of many of the combustible dry waste pro- ducts which we presently dispose of by burning in the open, we intend to feed as much more of this particular type of waste material through the tepee as is possible . As you know, both Joe Crea and I have thoroughly investigated the operation of the tepee type burners in several cities, and we feel that this type of burner will be a great asset not only to our present landfill operations but to the Ciky of St. Paul as a whole .
