3 WHEREAS, Smith Avenue Realty Associates, in File No. 05-121-553, has submitted for City Council
4 approval the attached preliminary and final plat for subdivision of property at the northwest quadrant
5 of Smith Ave. and Chesfiut St. for Nasseff Specialty Center Addition to create two commerical
6 parcels; and

8 WHEREAS, the appropriate City departments have reviewed the plat and found, subject to the
9 recommended condition, that it meets the requirements of Chapter 69 of the Zoning Code; and

11 WHEREAS, notice of a public hearing before the City Council was duly published in the offcial
12 newspaper of the City and notices were mailed to each owner of affected property including all
13 property situated within 350 feet of the subject property; and

WHEREAS, the City Council held a public hearing on the proposed plat on March 15, 2006, where
all interested parties were given the opportunity to be heard, and the Council considered all the facts
and recommendations concerning the plat;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached
preliminary and final piat for Nasseff Specialty Center, at the northwest quadrant of Smith Ave. and
Chestnut St., subject to the condition that the applicant shall file a copy of the Council Resolution
approving the plat with the Ramsey County Recorder's Office.

A. PURPOSE: Subdivision (combined plat) for Nasseff Specialty Center Addition to create two
commercial parcels
B. PARCEL SIZE: 59,572 sq. ft.
C. EXISTING LAND USE: 1-story office building and parking
D. SURROUNDING LAND USE: The site is surrounded by hospitals and related medical uses on
the northwest, west, and south. An institutional use, Hoikka House, is located immediately north
of the site, and multifamily residential is located to the southeast.
E. ZONING CODE CITATION: §69.301 states that platting is required when a subdivision (1)
creates five or more lots or parcels each of which is 2%2 acres or less in size, or (2) requires
paved streets, alleys and other public improvements, or (3) is previously unplatted land. §69.304
lists conditions for lot splits and adjustments of common boundaries. §69.406 provides criteria
for review of subdivision applications. These criteria are covered below under "Required
Findings." '
F. DIS7RICT COUNCIL RECOMMENDATION: none received
G. REQUIRED FINDINGS: § 69.406 of the Zoning Code requires that all of the foltowing findings
shall be made prior to approval of a subdivision:
1. All the applicable provisions of the Legis/ative Code are compiied with. City staff have
reviewed the proposed plat and have determined that all appiicable provisions of city codes
are met.
2. The proposed subdivision will not be detrimental to the present and potential surrounding
land uses. The proposed plat is consistent with the surrounding land uses, and will not be
detrimental to present and future use o4 surrounding land. _
3. The area surrounding the subdivision can be planned and developed in coordination and
compatibility with the proposed suBdivision. The area surrounding the proposed plat is
already developed and compatibie with the proposed plat.
4. The subdivision is in conformance wifh the comprehensive plan. The subdivision is in
conformance with the Lower Cathedral Hill component of the comprehensive plan, which
calls for hospital and medical uses in this area. It aiso conforms with redevelopment plans
fior the area.
5. The subdivision preserves and incorporates the site's imporfant existing natura! features
. whenever possible. The site is in a fully-developed part of St. Paul with no remaining naturai
features.
6. All land intended for building sites can be used safely without endangering residents by peril
irom floods, erosion, continuousiy high wafer table, severe soil condifions or other menace.
The site is a fiat, fuliy developed area with no flooding, erosion, high water tabie or soii
condition problems. •
7. The subdivision can be economically served with-public faeilities and senrices. The
subdivision can be economicaliy served with public facifities and services from surrounding
streets.

Legal Description of the property
The subject property is on the eastern portion of the United Hospital campus and is bound by Smith
Avenue on the south, Chestnut Street on the east, and alleys on the north and west. The site
currently co�tains an existing one story building and parking lot that will be removed.
The proposed project is a five-story medical office building that will connect via skyways to the
adjacent United Hospital Heart Lung building and Gold parking ramp.
The �orth-south alley has been petitioned to be vacated and the redeveloped property and the
existing Heart Lung building property will be replatted into two lots.
