3 WHEREAS, Frank E. Villaume III is a lifelong resident ofthe City of Saint Paul and has served with
4 distinction and dignity for over 30 yeazs in the Saint Paul City Attomey's Office; and
6 WHEREAS, over the course ofthese 30-plus years, Frankhas served as criminai prosecutor, Deputy
7 City Attomey, and snpervisor of the Office's Civil Litigarion Secrion; and

WHEREAS, through Frank's strongleadership, commitment, andpassion forhis work, the Cityhas
realized numerous benefits, including the development and implementarion of the City's Best
Practices Litigation Management Plan and the urilizafion of risk analysis techniques directed at
prioritizing limited resources to efficiently and effectively handle all lirigation; and
WHEREAS, Frank has given outstanding service and dedication to the City of Saint Paul, its
departments and its citizens through wise and direct advice and vigorous and skilled defensa of City
interests in the state and federal courts; and
WHEREAS, Frank has demonstrated a firm commihnent to the legal community through years of
service to organizations such as the Ramsey County Bar Association and its Second District Ethics
Committee and the Minnesota Defense Lawyer's Association as a member of its Government
Liability Committee; and
WHEREAS, Frank's dedication has earned him top honors: the highest rating from the benchxnark
Martindale-Hubbell Directory; "Superlawyer" designation for four consecutive years by Minnesota
Law & Politics and Minneapolis-St. Paul Magazine--an honor bestowed on only the top 5% of the
bar; and designation as one of Minnesota's top 401abor and employment lawyers; and
NOW THEREFORE, BE IT RESOLUED, that the Council, on behalf of the City of Saint Paul and
its citizens, expresses its deepest thanks and appreciation to Frank E. Villaume III, Assistant City
Attorney, for an exemplary cazeer in the public service.
BE IT FURTHER RESOLVED, that the Council, on behalf of the City of Saint Paul and its grateful
citizens, declares May 31, 2006, to be "FRANK E. VILLAUME III DAY" in the City of Saint Paul
in recognition of this gentleman's impressive achievements.
