RESOLVED� upon and pursuant to the pertinent appeal,
tu�.der the Zoning Code� by the Reverend Essa Kanavati, owner
of the subject premises situate in the City of Saint Paul on
the northwest corner of Sidney and Ctzrtice Streets� a.nd des-
cribed as follows� to-wit: -

. that the provisions of said Zoning Code hereby are determined
and varied� in application� as and to the extent necessary therefor� '
and a special permit hereby is graated for the use of said
premises� for the construction� maintenance and operation
thereon, of a two-family dwelling, and hereby, among other
- things� therefor� compliance with the general provisions of
said Zoning Code in respect of minimum lot frontage and
minimum area requirements are dispensed to the extent necessary
for the effective grant of said special permit; and that�
otherwise� said appellant and his successors a.nd assigns
shall ma.ke due compliance with all applicable municipal
ordinances, State statutes� and rules and regulationsof
public authorities having cognizance.

This is in the matter �of the appeal of the Reverend Essa .
Kanavati to establish a two-fama.ly residence on a lot of
insufficient area located at 'the northwest corner of Sidney -
and Curtice Streets and described as�Lots `12 and 13, Block 2
Paul Blfartin's lst Addition. The property is zoned "A'� residence.
,� The subject property is an irregularly shaped tract having a .
f rontage on the north side of E. Curtice of 91.9 feet and
141.93 feet on the west side of Sidney Street resulting in an
area of 6,887 square feet. The Legislative Zoning Code requires .
an area of 7,500 square feet for a two-family residence in an
"A'� residence zone, therefore, it is necessary to secure Council
approval to devi�t� from tbis requirement. ,

The Board of Zoning considered this matter at its regular meet-
ing on September 24, 1964. The staff reported that it did not appear - -
that the proposal would have� a detrimental effect on tbe_ area; as _
- the subject property is a corner lot, and the Comprehensive Land
Use Plan indicates that for this area, lots having �a� 50 foot front-
age and an area of 6,000 square feet would qualify for two-family
use. The Board concurred in this thinking and th�refore, recommends
approval of the appeal as. above outlined. ` , � '

I respectfully request the Mayor and City Council to waive the
density code requirements to allow me to establish a two-family
dwelling on a lot of insufficient size.
The lot is located at �idney and Curtice �treets, and is presently
zoned Class A, and contains 6900 square feet. The legal descrip-
tion is: I,o'�s 12 and 13, Block 2, Faul I�artin�s Addition, City
of �t. Paul. This lot has always been vacant.
I would be very gratefuJ.. to have this matter taken up very soon
so that permanent plans can be made.
