A .*... ...... •`,• " ••_ ' .. - - ', -3- ' 'th'e above studies will relate to C.R.P. activities in that they will pro• vide a background of analysis relative to general housing condition and ' population characteristics for prior points in time. •' Economic Study - Community Plan Report #10 - 1961 - This is a broad, study of Saint Paul's economic base including general analysis of past • trends; relationship of the Saint Paul economy to that of the.Metropoli- tan area, the State, and the Region, and an appraisal of the outlook for the future. The study treats the'regional setting; population and income;. labor force and employment; and the several components of each of the major economic categories of manufacturing, wholesale trade, retail trader finance- insurance -real estate, construction, transportation, service, government, and utilities. The principal application of this study to the economic portion of the . r� C.R.P. studies will be in the analysis of the general economic patterns and + - trends in Saint Paul and their relationship to those of the Metropolitan ; V area, the State, and the Region. However, the data upon which the Economic ;•; "`f Study was based is mainly from 1958 and earlier and thus is, as of now, " six years old. A new Census of Business and Industry was taken in 1963 • and the results will begin to become available in the fall of 1964. State', of Minnesota Department of Employment Security information also is available. • It is proposed, therefore, that this new data be evaluated relative to the Economic Study in order to determine changes that have occured and to assess the continued validity of the general conclusions and forecasts contained therein. In this manner it is proposed that an up -to -date picture of the general economic posture of Saint Paul will be obtained. From this point detailed forecasts of growth and change will be made. C. Land Use Inventory and Classification System - An entirely new land -use ' inventory and classification system was done for Saint Paul in late 1962 and early 1963. The most significant features of this survey were a visual { evaluation of structural condition of all non - residential buildings, and the classification of,land -use categories in a system compatible to use in data-processing techniques." This inventory will serve as the principal • source of land -use information for C.R.P. studios. It is anticipated that • HHFA - CR 103 i -4- the inventory will be up -dated through use of building and demolition• permit records and a small amount of field - checking under regular general planning activities. It is proposed that the non - residential portion-of the inventory will be supplemented by field survey. in many cases during study of individual non - residential study areas under C.R.P. Such surveys would provide current information on con- dition, types of occupancy, and vacancy. This up -dated information then will be used in determination of relative need for renewal and -in relocation studies and will be made part of the data- processing �• system. II Other Agencies 3' Other agencies and organizations in the area whose work is expected to bear 't = ' -on the preparation of Saint Paul's Community Renewal Program, and a brief :• description of the expected relationship follows. ' A. -Joint Metropolitan Land Use and Transportation Study -This is a federally aided program (jointly administered by Housing 6 Home Finance Agency and the Bureau of Public Roads) being conducted by the Twin City Metropolitan Planning Commission and the Minnesota State Highway Department with par- ticipation of the cities of Saint Paul'and Minneapolis and other govern- . mental units in the metropolitan area. The studies of this program are expected to shed new light on the position and prospects of Saint Paul in the metropolitan context relative to land use, population movement, and 5 traffic patterns. Available data and study results of the "Joint Pro - gram" will be utilized for C.R.P. wherever feasible. Some basic data ! relative to age of residential structures and condition of residential structures (U.S.'Census data) on a block basis have been mapped and will • be utilized. It.is further'hoped that a soon- to-be- released attitude su ey will be useful in the determination of Community Renewal Program policy. B.''Social Agencies - Most social service agencies in Saint Paul work through the United Fund and Council. The Department of Research and Statistics of the Amherst H. Wilder Foundation serves as the data center for all of HHFA - CR 103' these agencies. One important exception is the Ramsey County Welfare Department whose records are kept on a different format from that of the' Wilder Foundation*- Ft'is expected that the Department of Research and Statistics of the Wilder Foundation will be Utilized extensively as a ' source of social data and analysis. In connection with this it is hoped to convert .some of the pertinent Welfare Department data into a comparable t ; fomat. C. Saint Paul, through the City Planning Board, pro- s• poses to undertake the development of a full -range program for local ' urban renewal action based on appraisal of total local needs and re- lated to the City's financial, physical, and social resources and its " potential to carry out such a program. It is anticipated that Federal financial assistance, through the Urban Renewal, Administration of the ,Housing and Home Finance Agencyq will be utilized in the development of '. the Community Renewal Program.' Basically9 the development of a Community Renewal Program will have the following as primary objectives: 1. Identification of areas of the City displaying conditions of blight and the extent, nature, and trends of blight and blighting influences in such areas. 2. Determination of physical, social, economic* legal, and organiza tional resources needed to carry out renewal action in above areas. Evaluation of resources available in relation to determined needs. 3. Identification of economic and market factors that have a beat- ing on urban renewal activityo particularly•as they relate to the marketability',of cleared land for various use-;categories and to.the 121 HHFA - future relationship of housing supply and demand. 4. Determination of local policies and goals as they relate to urban renewal action and to the assignment of relative priorities to various areas in need of urban renewal treatment. 5. Development of a continuing long -range action program of urban renewal activities based on relative need, available resources, S economic considerations, and local policy as identified in 1 through ' 4 above. Provision will be made for keeping the action program cur- '. .' rent through periodic.revision and up- dating. - B. Scope and Content of Study t The study program will be organized around -six basic projects. Four ' ` of these projects will be oriented toward research and analysis while :x the remaining two projects will involve the actual pulling together of the program-for renewal action. The six basic projects will be as follows: 1. Need for Renewal: Inventory and analysis of nature and extent city-wide basis. To include of blight and blighting influences on a c both residential and non-residential: areas and the physical, eco- nomic, and social factors pertinent thereto. Study in depth of.more - critical areas followed by preliminary determination of types of re- newal action appropriate to each area. Study of factors in association with and sequential evolution of blight in selected study areas. 2. Economic Basis for Renewal: Analysis of economic patterns and jtrends of Saint Paul as they relate to those of the metropolitan area. , Forecasts of future supply and demand for land and structures as. re- {.. , - fated to the residential and non - residential portions of the local economic base. Specific correlation of future demand with role of urban renewal 'in satisfaction of such demand.- • HHFA -. CR 121 3. .- Resources Needed and Available for Renewal: Survey and deter- mination of social, financial, administrative, and legal tools'and resources needed and available for the renewal program. Determin- ationlor` relocation requirements and resources. Survey and analysis of housing situation of minority groups and development of a program to foster equal opportunity in housing. i 4. Goals for Community Renewal: Review, compilation, enlargement, and revision of previously stated goals related to urban renewal. Establishment of specific goals for community renewal action. Will - include environmental and neighborhood design guides, goals, and aims. 5. Program for Renewal Action: Integration of all C.R.P. studies, surveys, and analysis, as incorporated in projects 1 through 4 above,. -into a feasible, time- phased program for renewal action. Will include cost estimates and recommended action for the various areas. 6. Organization for Maintaining Current Status of C.R.P. Set forth system and procedures for keeping C.R.P. related data current and in usable and comparable format. Provide for periodic up- dating and re- .. vision of C.R.P. itself. Most of the survey and analysis, as well as preliminary priority deter- -' minations, will be done on the basis of 16 previously delineated, predomi nately residential communities; and on a number of well- defined predomi- nately non - residential areas, the boundaries of which will be delineated as.part of the study. (Community boundaries may need to be modified for statistical purposes and to consider existing land -use patterns). The community renewal study program will utilize existing sources of. �. data and information to the extent that such data and information is pertinent to community renewal study objectives. It is proposed to organize and enlist citizen- partici- +. pation and support at the city -wide and community levels. C. The Study Program z _ . 1. Project I: The Need for Renewal Phase 1 - The objective of phase 01 of this project will be to , determine the general nature and degree of blight on a city- wide basis. It is proposed that this objective be satisfied in the following manners : - a. Review community structure as set forth in the Comprehensive" Plan." Adjust community boundaries to conform to statistical units (census blocks, enumeration districts,etc.) and to existing land -use patterns. b. "Define and delineate the non - residential study areas of the City. Such areas will consist of major industrial or com- mercial concentrations. c. Develop criteria for defining blight and blighting influence. This will involve producing of standards of measurement for J. HHFA - CR 121 study-of individual communities and non - residential study areas with the objective of identifying specific problems by ' ' type, location, and degree, and of proposing action programs • to solve such problems. Relative priorities will be set up within each community and non - residential study area but without reference to specific timing. A further bbjective of this phase - " of Project I will be to gain insight into why and how an area be comes blighted with view to identification of symptoms that may be watched for in currently sound neighborhoods. It is proposed _ .,.that these objectives be satisfied by three types of. studies to be carried on concurrently, namely: community studies, non- y residential area studies, and study of factors in association with ' =, blight. Tvaical Community Study: These studies will be carried on one { or more communities at a time in priority order as determined -' in "g" of Phase 1 above. The following description is the study program for communities that are rather extensively blighted. Those procedures that will be eliminated or modified in the study of better communities are noted by an asterisk. a. Identify areas of the community exhibiting specific types of problems using data from phase 1 above, supplemented by - further research and field work necessary to map pertinent data on a block -by -block basis. (Larger area basis may be used where data is not adaptable to block breakdown or where block breakdown would not be significantly more useful than that by larger unit). This procedure will involve mapping, analysis, and correlation of all factors within the community indicating blight or blighting influence and useful in identi- fying the nature and extent thereof. In cases where further study is indicated the procedure and types of study will probably vary- between districts, however, some form of questionnaire or personal interview with the cooperation of the local business - !� mens' association likely will be utilized. r' c. Map features of Comprehensive Plan that-relate to the study j• district. Analyze such features in relationship to the re- sults of "a• and "b" above. Determine how Comprehensive Plan features can help to solve problems that have been identified, suggest changes in Comprehensive Plan where the need for change is indicated.' ' HHFA - CR 121 In Project 5 - Program for Renewal Action. Study of Factors in Association'With Blight: The objective of " this study will be to determine whether a consistant definative relationship exists between certain social, economic, and physical ` factors and the nature, degree, and extent of blight in 'residential } areas. It is proposed that such relationships be studied not -only. in point -of -time context, but also in the historical context of sequential evolution of conditions of blight. - The purpose of attempting to establish the above relationships :,' •' will be that of developing a system of symptomatic prognoses re- lating residential areas to their prospects of becoming blighted. t: Such a system would be used 'to periodically examine residential communities of the City, on the basis of readily available data, to determine if symptoms generally preceeding the establishment of conditions'of blight exist. By proper reading of such symptoms t= .: and their relationships to one another it should be possible to determine what type of blight problems a community is heading to- ward, and how rapidly; and thus to determine the proper action to E' meet the blighting trend. It is proposed that this study will draw heavily upon the research and analysis work of other studies.of the C.R.P. work program, • which studies will constantly be on the alert for clues to possible factors in association with blight. It is further proposed that this study will investigate other sources of data and information pertinent to it, especially that of a•historical nature. G -Since this study is primarily one of original research, most of ; i; HHFA - CR 121 - . the methods and techniques will suggest themselves and be'de- • . t veloped as the study progresses. However, it is proposed that the study proceed in the following general manner: • a.. On the basis of preliminary indications of other studies, _. select the areas to be investigated for the purpose of this study, select pertinent data and analysis from other'studies and collect and organize pertinent data and information from `. -other sources. ' be Analyze above data and information to determine what blight- , .. ... .:., -. associated factors can be identified. Prove out such relation- ships and determine their relative significance. c. Develop systematic procedure to be used in periodically ex- amining residential communities on the basis of symptomatic relationships identified above in order that blighting trends may be discovered early and corrective measures taken. This study is over and above basic C.R.P. requirements but it is -felt that it is important for Saint Paul for two reasons. It is felt that much of Saint Paul's action program for community renewal will involve preventative measures and the treatment of more minor problems rather than the more drastic actions that have been necessary in the recent past. The development of a system of symptomatic investigation as proposed should serve to facilitate such a program. Further, it is expected to be a valuable tool in keeping the C.R.Pe current over the years. 2. Project II: Economic Basis for Renewal Phase 1 - The objective of this phase of this project will be to relate local economic and market, patterns and trends to those of HHFA - CR 121 the Twin Cities metropolitan area. It is proposed that this objective be accomplished in the following manner: a. Review existing published material on the economy of the area to determine its relationship and usability to the pur- pose of this study. Primary sources of economic information ` = to be utilized are studies of the Twin Cities Metropolitan - Planning Commission and the Saint Paul City Planning Board's Economic Base Study for the City of Saint Paul.(See CR 1039I -B, P.3) _ b. .Up -date and /or adapt information and data from above sources. Compile'such data from other sources as may be deemed neces- sary to satisfy the objectives of this study. c.. Analyze above data and information in order to determine the part Saint Paul plays in the economy of the metropolitan area '.= and to forecast future prospects for economic growth and change, Phase 2 - The objective of this phase of Project II will be to. ,. forecast future supply and demand patterns for the various types of residential and non - residential land in Saint Paul, and to determine the prospects for marketability of land made available through urban renewal activity. a. On the basis of the results of Phase 19 above, forecast the ..prospective-supply and demand for land and structures for :'• ;' • residential and related uses. These forecasts will be by community and will be based on anticipated changes in popu- lation characteristics of the various parts of the City. On the basis of the above analysis and forecast, determine the expected rate of absorption of land and structures made available through the action program for renewal by type and• • location. 3. Project III: Resources Needed and Available for Renewal The purpose of this project will be to examine the broad range of ,• resources available to the City of Saint Paul and which may be brought to bear on renewal problems, to compare these available resources with t those determined to be needed to carry out the Community Renewal Pr o- a' gram, and to recommend solutions where disparities exist between re- sources needed and those available. • Phase 1 - The objective of this phase will be to review local financial, legal, and administrative resources and to identify the manner in which such resources can be brought to bear on the re- newal program* y. as Review social resources available at the city -wide and at the community level. Emphasis will be two -fold; on social service oriented resources and citizen - participation oriented resources., 1) Identify and review the programs of public and privatek social service agencies which operate on a city -wide or " on a community or neighborhood basis. Identify socio- = economic characteristics of areas served by such agencies using data and,analysis from Project.I, supplemented as HHFA • CR 121 -13- necessary by further study of anticipated high - priority ,. renewal areas. 2) Identify ways and means of obtaining citizen-partici=- pation in the renewal process through survey and evalu- ation of the character, activities, and interests of organizations, both public and private, interested in = y • " _ ` community improvement. 'b. Analyze financial resources available to the City for re- 1 4 'newal action and related activities. This will involve analysis of costs of future capital and operating require- ;- ments of city government, appraisal of the city's existing debit and tax structure, projections of revenues from tax- ation and other sources, and similar financial factors which will affect the rate at which the City will be able s to carry out urban renewal. The revenue potential and 'bonding powers of the Saint Paul Housing and Redevelopment : Authority and the Saint Paul Port Authority will also be analyzed. ' c. Review and evaluate legal tools including state enabling legislation and local laws, codes, and ordinances having a bearing on urban renewal. Suggest changes that are needed to make these tools more effective in the prevention and elimination of blight. - d. Review and evaluate local administrative organization for carrying on urban renewal activities. The objectives of, ." such review will include the development of techniques to 'minimize time and effort in the preparation and execution F of urban renewal activities, to make more effective use of local administrative and personnel resources, and to develop' HHFA - CR 121 -14- responsiveness of the renewal program to local needs and goals. a. Initiate survey and analysis for a program to aid in achiev- ing equal opportunity in housing. Working through and with the Mayor's Special Committee on Minority Housing Problems it is proposed'to make a survey and analysis of the exist- ing residence patterns of minority groups in Saint Paul, including an appraisal of the extent to which such pattern is the result of discriminatory practices. Phase 2 - The objectives of Phase 2 of this project will be to determine resources needed to carry out an effective city -wide renewal program, to compare such needs with those determined in Phase 1 to be available, and to propose remedies where dis- parities between ,needs and available resources are found to exist. a. Based on information and results from "a" of Phase 1, above, and on relative need for renewal in the various areas of the City 1) Make appraisal of needed changes and /or additions to existing programs, facilities, and services of the various social service agencies. • { 2) Determine types of community organizations best suited in each case to achieve active citizen - participation at the community level. Prepare plan for organization 4 and activation of community -level groups as each community comes under study in Project I. b. Compare analysis of financial resources available from "b" of-Phase 1; above, with preliminary cost estimates of the i HHFA - CR 121 ­15- various renewal proposals from Project I. Determine ade- quacy of available financing as related t4 need and make recommendations to remedy disparities that may exist. This procedure largely will determine how rapidly the action pro- gram for renewal will be able to progress. c. Continue study on minority housing by determining future need and availability of minority housing on a metropolitan basis and relating these factors to future Saint Paul minority family relocation requirements. This will,be done in con- junction with "d" below, relating to total relocation needs and resources. Develop a positive program to improve the 1 1 housing opportunities of minority families in terms of quality, quantity, and location of housing available to such groups. d. Drawing and expanding on preliminary displacement information from Project I and market information from Project II, a deter- ~ mination of the relationship between relocation needs and re- sources for both families and non - residential uses will be made. Displacement from all types of action will be considered - 1) Estimates of the number and characteristics of families and individuals to be displaced by various types of action will be made. Such estimates will vary in detail accord- ' ing to the time at which such displacement is expected to occur, more detailed characteristics being determined for displacements expected within the next 5 to 10 years. Family characteristics to be determined will include family .size, income, social problems, minority group membership, special housing requirements such as elderly, etc. Esti- mates will be made of the housing resources that will be available to displaced families by such characteristics as type, I � N HHFA - CR cost, quality, and location. Such estimates will be derived from the market studies of Project II. If antici- pated resources do not meet anticipated needs, plans will • be formulated to rectify the situation. 2) Estimates willbe made of numbers and types of non-resi- dential displacements anticipated from all causes. Such estimates will be related in general to market studies from Project II. Study will be made of more specific re- quirements and problems of establishments to be displaced from high - priority areas. Measures needed to provide suf- ficient and appropriate resources to meet various types of non- residential displacement will be identified. •4. Project IV: Goals for Community Renewal The purpose of this project will be to develop policy and stand- ards to guide the development and execution of an action program for renewal, including environmental and neighborhood design stand- ards and goals. Phase 1 - The purpose of this phase will be to review and evalu- ate previously stated policy and pertinent standards related to urban renewal. a. Compile, review, and evaluate existing local policy state - ments'related to urban renewal. Such review will include, but not necessarily be limited to, reports and other records v of public agencies such as the City Council, City Planning- Board, and the Housing and Redevelopment Authority, and to stated positions of other public, semi - public, and private agencies, groups, and organizations. • b. Review and evaluate current Federal policy as it relates to HHFA - CR 121 -17- Saint Paul's urban renewal program and as it is reflected in statements of the Housing and Home Finance Agency, Fed- -oral Housing Administration, Urban Renewal Administration, Federal National Mortgage Administration, Bureau of Public Roads, and any other agencies with interest in or related to urban renewal. c. Review and evaluate available material on urban design tech- niques.and standards both in terms of new development and in the improvement of existing neighborhoods and non - residential -areas. Review the structural and aesthetic aspects of rehab- ilitation of existing structures. Review will include but not necessarily be limited to: H.H.F.A., F.H.A., and U.R.A. standards and publications having to do with design; local codes and ordinances; Urban Land Institute Technical Bulletins, and other periodicals, reports, and books*. Phase 2 - The objective of this phase will be to develop policies, goals, and standards to guide the preparation and execution of a community renewal program for the City of Saint Paul. a. On the basis of studies of "a" and "b" of Phase 1, above, de= velop a set of general policies band goals to guide the full range of future urban renewal activity in Saint Paul, includ- ing conservation, rehabilitation, and redevelopment. Such goals and policies will be formulated with and adopted by the city -wide Citizens' Committee. b. Based on the studies of Phase 1, above, develop environmental and.neighborhood, commercial area, and industrial area design criteria to be used in the execution of future urban renewal projects. S itch urban design criteria will be developed in HHFA - CR 121 1 • t i • i =ls- the form of stated goals and standards, and in the form of graphic illustrations. c. • Based on studies of "c" of Phase 1, above, standards and aesthetic criteria will be developed for the rehabilitation of existing structures. Such standards and criteria will be developed for residential and non- residential structures and will be supplemented by graphic illustrations. 5. Project V: Program for Renewal Action The objective of this Project will be the integration of all C.R.P. studies, surveys, and analyses, as incorporated in Pro- jects I - IV above, into a feasible, time - phased program for renewal action. a. Develop criteria for determining city -wide priorities taking into- consideration physical, social, economic, and political factors',•and the city -wide effect of various types of pro- jects. be Review potential renewal projects as delineated in Project I above, and taking into consideration the characteristics of the various project areas, apply criteria developed in "a" above. Classify potential projects on the general basis of near, medium, and long -range action. Such classification will be effected by the rate at which the City is capable of carrying out the urban renewal program, as determined in Pro- jects II and III. c. Review potential near -range projects and select those to be executed in the next 10 years. Such selection will be made on the basis of the ability.of the City to carry them out, their relationship to scheduled capital improvements, and HHFA - CR 121 a� • 9 -19- their general benefit to the City as a whole. d. Further study will be done for the projects scheduled for the first 10 years. Such study will be of the extent neces- sary to develop and evaluate alternate proposals and to make more refined estimates of costs and relocation requirements. ..a* Based on the studies of Projects II, III, and IV a general plan for near, medium, and-long-range social service action and citizen - participation will be developed to supplement and complement the program for physical renewal. A detailed social action and citizen - participation program for the initial 10 years projects will be laid out. 6. Project VI: Organization for Maintaining Current Status of C.R.P. The purpose of this project will be to devise and set forth a system and procedures for keeping C.R.P. related data current and in usable and comparable format, and for the periodic up- dating ar revision of the Community Renewal Program itself. The key to keel ing the C.R.P. current and to assuring its flexibility in adapt- ing to changing conditions will be the ability to rapidly analyze and evaluate readily available current data. Ordinary manual meth( are too laborious and expensive of time and manpower to be effici applied to the up- dating process. It is, therefore, proposed that Electronic Data Processing Techniques blended with the system of symptomatic investigation to be developed in Project Is phase 2, will be utilized for the purpose'of keeping the Community Renewal Program current. This project will be carried on concurrently with, and as an ad- junct to, the other projects, above. While one person will have primary responsibility, the project will, in fact, be a joint i HHFA - CR 121 e(�tly I• h • -20- effort -of a team comprised of the program's top technical per- sonnel and a consultant on data - processing. a. 'Determination will be made with the aid of a consultant as • to the form the data - processing system should take. In mak- ing this determination primary consideration will be given to the broad needs of the city planning program and to the ini- tial and on -going requirements of the Community Renewal Pro - gram in particular. At the same time every reasonable ef- fort will be made to co- ordinate with other systems in exist - ance in the area so that useful data already available on cards can be utilized. Such other systems include those of the Ram - sey County Auditor's office, the City of Saint Paul Depart- 4 ment of Education, the Amherst H. Wilder Foundation, the Minne- sota State Highway Department, the Joint Twin City Metropolitan ' Area Land -use and Transportation Study, and the Upper Midwest t Economic Study. b. Data collected or to be collected for all projects will be evaluated to determine if it should be recorded on the perma- i nent data- processing card decks. Selection will be based on the.value to the general planning program. Emphasis will be r given to data that is readily available and is up -dated peri- odically (e.g., U.S. Census, Assessor's records, etc.) c.. Set up system and schedule for keeping information on card decks current. d. Develop system and schedule for regular up- dating of the Com- munity Renewal Program. This will tie the data - processing system into the results of the study on factors in association with blight from Project I, Phase 2. 4 • s _ a 1 FFHA - CR 121 i -21- ZI. Organization of C.R.P. Study • A. General Over -all Organization The preparation of the Community Renewal Program will be under 1 the general supervision of the Mayor and City Council of the City of Saint Paul. The City Planning Board of Saint Paul will be the agency U directly responsible for carrying out the necessary studies and the development of the action program for Community Renewal. The staff of the City Planning Board will perform most of the work necessary,to the development of the Community Renewal Program and will be aided and abetted on an informal basis by other City de- partments, public and semi - public social service agencies, and community - level citizens' committees. In addition expert consultants will be j utilized in the areas of data - processing and real estate economics- and market studies. Advisory to the program will be a city -wide Citizens' Committee, a Committee on Minority Housing Problems, and a Technical Committee a composed of responsible representatives of the concerned City depart- ments and social service agencies. A diagram of•the general organization appears on page 23 of this code. B. Organization of C.R.P. Study Staff The general administration and direction of the C.R.P. study will come from the Director and Assistant Director of City Planning. The person directly in charge of the study and the study staff will be the ranking staff member assigned to the project. The study staff will be divided into three sections each with assigned core personnel and each • responsible for particular types of activities. Certain aspects of the study will be carried on at a team level composed of the Planning Director, the Assistant Director, the C.R.P. chief, and the responsible planner for each of the three sections. Local travel is that which will be required in•accomplishing the field surveys and inspections as outlined in CR 1219 The cost is based on reimbursement procedures currently.in use by the City Planning Board for use of private vehicle by employees on city business. Such reimburse- ment is at the rate of 7 -1/2� per mile up to 500 miles per calendar month and 5� per mile over 500 miles, plus $1.50 per day for up to 20 days in each calendar month. It is estimated that local travel costs will amount to $1,250 over the 30 -month period. The budget for out -of -town travel is estimated at $1,750 over the 30- month period. This would allow for necessary trips to confer with federal officials, a limited number of trips to observe C.R.P. activities in other cities, and possibly attendance at one or more conferences, courses, or seminars on subjects pertinent to C.R.P. activities. This portion of the budget also includes subsistence while away from the City of Saint Paul. C 1410.92 Reproduction and Reports $80500 The budget for reproduction and reports consists of two parts; publi- cation of reports, pamphlets, forms, and other printed material involving press -work; and blue - printing, photostating, and other normal reproduction associated with planning work. The first part of the budget is estimated at $7,000 to be used for publication of five reports, plus• the necessary forms and public infor- mation material to be used in the C.R.P. study. Each report or other • printing job'will be let for bid under Planning Board specifications through regular channels of the Purchasing Department. HHFA - CR 142 1 -3- The second part of the budget is for blueprinting, photostating, and other day -to -day reproduction work contingent to the planning process. it is estimated that such costs will amount to $1,500 over the 30 -month Nperiod. Such work will be done•under the normal city contract for blue- printing and related work which is re -bid each year. C 1410.93. - Other Administrative Costs $269300 This budget item includes office rent and the cost of incidental ser- vices and supplies necessary to the functioning of the C.R.P. study as follows: Office Rent (30 months) $22,500 Telephone 1,500. Postage 6 Misc. 300 Office Supplies 750 , Drafting Supplies 1,250 6,30 The office rental is necessary because the Planning Board soon will be displaced from its present quarters in order that the space may be con- verted to additional court rooms. The space situation in the City Hall and Court House is extremely tight and the new offices assigned to the Planning Board will not be large enough to accommodate the expanded staff anticipated for the C.R.P. Therefore, it will be necessary for the C.R.P. staff to rent offices out of the City Hall and Court House. C 1430 - Contract Services $509000 The budget estimate for contract services includes both consulting services and performance of actual work in major areas, economic and mar- ket studies and data - processing. The other contract will cover consulting services relative to the establishment of a data bank and the data - processing system and tech- niques necessary for C.R.P. analysis work. C 1475 - Nonexpendable Equipment $5,500 Due to the increase in Planning Board staff that will be necessary in order to carry out the C.R.P. study, additional furniture and equip- ment will be required. A list of the required items was made available to the Purchasing Department which determined the purchase price and 30 -month rental cost of each item. Expected resale value of each item was then determined by procedures described in section 30 -1 -5 of the Urban Renewal Manual.' As may be seen in the following tabulation, it is less expensive to buy the needed items and resell them at the end of the project than to rent the same items over a 30 -month period. CONSIDERATION OF PAr.TICIPATION IN C0101UNITY RENEWAL PROGRA14 The Executive Director then outlined the proposal of the City Planning Board for an application to the Iiousing and home Finance Agency for a grant to assist in the preparation of a Community Renewal Program. The Authority had been requested to assist in providing a portion of the local costs, and it was e:cplained these studies would be necessary to the Authority's programming of future projects. This program would be citywide in scope and would establish priorities for the renewal of various sections of the city. The following resolution was then introduced and read: R E S O L U T I O N N 0. 64- 6/24 -7 BE IT RESOLVED that the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota supports the application of the City of Saint Paul for Federal assistance for the development of a Community Renewal Program for Saint Paul and authorizes the Executive Director to negotiate an agreement with the City by which the Housing and redevelopment Authority would support the Community Renewal Program over a 30 month period in the total amount of $37,500.
