RESOLVED, That the Council finds that a sudden and unexpea=
ted emergency has arisen due to the heavy and unfomaeje_en emends for
public relief because of unexpected adverse economic conditions exis-
ting in 1964 and the funds provided for said purposes are inadequate
to properly protect the public interest; and -+
RESOLVED FURTMM9 That the Ramsey County Welfare Board has
insufficient finds available to properly carry out its function and
the Cityto share of said insufficiency is $1839247.00; and
RESOLVED PUR'1'»R, That the Mayor and the Comptroller be
and they are hereby authorised and directed to borrow the sum not to
exceed the sum of One Hundred Eighty Three Thousand, Two Rund e
rbrt�, even Dollars ($1839247.00) and to execute and deliya to the
party or parties making the loan a promissory no payable to such
party or parties bearing interest at the rate not to exceed five per
cent (5%) per annum, said note to be payable one year from date of
execution thereof; and
RESOLVED MURTHIR, That the Rands so borrowed be credited to
the Welfare !turd Code 08298, all of the said fund to be . expended only
for the purposes aforesaid.

On October 29, 1964, the Ramsey County Welfare Board submitted to the
City Council and the Board of County Commissioners a preliminary report
on the anticipated deficit in General Relief for 1964. However, at that
time no request was made for funds to meet this deficit since we wished
to wait until after October 31, 1964, so that we would have two more
months' experience on which to base our need projection of the deficit.
We are now submitting to you our estimates based on ten months' experience
and are at this time requesting that additional general relief funds be
made available to meet the deficit. This report of projection of esti-
mated deficit is attached. On August 31, 1964, we estimated that we would
need $717,339.00 to complete the year. However, our revised estimate
based on projection of expenditures and cash receipts is $666,353.00.
The major public assistance programs where we anticipate deficits are in
Old Age Assistance, Aid to Dependent Children, and General Relief. When
we made our last review, we anticipated a small deficit in Ancker Hospital'
expenditures after all surplus cash receipts had been applied. However,
our ten months experience indicates that there will be a balance in this
account as well as a small balance in the County Home account. These,
as well as balances in the other accounts, have been applied to deficits
in these other accounts, leaving a balance in the amount of $666,353.00.

The Ramsey County Welfare Board has had a deficit in General Relief in
the past several years, and in accordance with agreements with the City
Council and the Board of County Commissioners, any balances in city and
county funds have been returned at the end of the year. The Ramsey
County Welfare Board asks that you consider its request for additional
funds at this time so that sufficient monies will be available to meet
the General Relief requirements for 1964.
