1. To investigate the neceesity for, or deairability of, the making of eaid improvement.
2. To inveetigate the nature, extent and eatimated coet of said improvement, and the total coat thereof.

3. To furnieh a plan, profile or eketch of eaid improvement.
4. To state whether or not said improvement ie asked for on the petition of three or more ownere.
