Resolution
1 WHEREAS, the City of Saint Paul, in collaboration with the Ramsey Conseroation dis�ict, desires to construct a
2 demonstration rainwater garden at Hillcrest Knoll Pazk; and
4 WHEREAS, Hillcrest Knoll Park is, in reality, Public Works property; and
6 VJHEREAS, Public Warks requested Parks and Recreation's Environmental Section's assistance on this project due to its
7 lmowledge on the subject; and
9 WHEREAS, to allow this project to proceed, the Ramsey Conservation District has made available $28,130 for associated
10 rainwater gazden implementarion costs; and
11
12 WHEREAS, $13,590.40 of the axnount made available by the Ramsey Conseroarion Dishict is the result of a�ant from the
13 Minnesota Boazd of Water and Soil Resources (BWSR); and
14
15 WHEREAS, BWSR requires a ten-yeaz maintenance commitment from the landowner; and
16
17 WHEREAS, Public Works has ae,�'eed to maintaln the raingarden once installed; and
18
19 WHEREAS, Pazks and RecreaUon has a�'eed to assist Public Works with project implementation; and
20
21 WHEREAS, in addirion, the Ramsey Conservarion District has agreed to provide Pazks and Recrearion: $500.00 to cover
22 staff costs required to put this project out for bid, and if the project proceeds, $75 per hour to cover project oversight; and
23
24 WHEREAS, upon receipt of bids, the Ramsey Conservarion Dishict can choose to abandon the project if the bids exceed the
25 current estimated $20,160 conshuction cost; and
26
27 WHEREAS, project implementation must begin prior to October 1, 2006; and
28
29 WHSREAS, the project must be completed by December 1, 2006; and
30
31 WHEREAS, the Mayor, pursuam to Secrion 10.07.1 of the Charter of the City of Saint Paul, does certify that there
32 are available for appropriation, funds of $28,130 in excess of those estimated in the 2006 budget; and

34 WHEREAS, the Mayor recommends that the following addirions be made to the 2006 budget:

SO THEREFORE BE IT RESOLUED, that the Mayor and the prop� city officials aze hereby authorized to execute
51 such agreements as may be necessary to accept this grant on behalf of the City; and

53 BE IT FURTHER RESOLVED, that the Council of the City of Saint Paul approves these changes to the 2006
54 budget.

The Ramsey Consernarion District (RCD) has designed a rainwater gazden for Hillcrest Knoll Pazk. The RCD will provide funding to
implement this project, but are unable to ma.nage a competiuve bid process. IF approved, Public Works, with the assistance of Pazks
and Recreation, will kure a contractor and install the raingazden by December 1, 2006.

The raingarden will filter a small portion of stormwater before it erners Saint Paul's groundwater supply. THe rainguden also will add
an educational and interpretarive component to Hillcrest Knoll Prk.
