1 RESOLUTION AUTHORIZING APPLICATION TO THE MIlVNESOTA DEPARTMENT OF EMPLOYMENT AND
2 ECONONIIC DEVELOPMENT AND THE METROPOLITAN COUNCIL FOR CONTAIVIINATION CLEANUP
3 GRANTS FOR THE SHII.OH BAPTIST CHURCH, RIVER PARK LOFTS, MIlVNESOTA BUII.DING, 430 SOUTH
4 ROBERT, SHOLOM HOME, AND JERENIIAH HOUSE STTES
6 WFIEREAS, the City of Saint Paul, Minnesota is a participant in the Livable Communities Act's Housing Incentives
7 Program for 2006 as determined by the Metropolitan Council, and is therefore eligible to make application for funds
8 under its Tas Base Revitalization Account; and
10 WIIEREAS, the City has identified environmental investigation and clean-up projects within the City that meet the
I 1 purposes and criteria of the Contamination Cleanup Grant Program of the Minnesota Department of Employment
12 and Economic Development (DEED) and the Tax Base Revitalization Account Grant Program of the Metropolitan
13 Council; and

15 WFIEREAS, the City has the legal authority to apply for financial assistance, and the institutional, managerial and
16 financial capability to ensure adequate project administration; and

18 WH�REAS, the City of Saint Paul certifies that it has not violated any Federal, State or local laws pertaining to
19 fraud, bribery, graft, kickbacks, collusion, conflict of interest, or other unlawful or corrupt practice and that it will
20 comply with all applicable laws and regulations as stated in the contract agreements; and

22 WT3EREAS, the City of Saint Paul, Minnesota agrees to act as legal sponsor for the projects contained in the
23 cleanup grant applications submitted to DEED and the Met Council on May 1, 2006;

25 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint Paul, Minnesota hereby
26 approves the contamination cleanup grant applications submitted to the Department of Employment and Economic
27 Development and the Metropolitan Council on May 1, 2006 by the City of Saint Paul for the Shiloh Baptist Church,
28 River Pazk Lofts, Minnesota Building, 430 South Robert, Sholom Home, and Jeremiah House sites; and

30 BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the applications aze
31 committed to the projects identified; and

BE IT FURTHER RESOLVED that upon approval of its application by DEED and the Metropolitan Council the
City of Saint Paul may enter into agreements with them for the above-referenced projects, and that the CiTy of Saint
Paul certifies that it will comply with all applicable laws and regulation as stated in ail contract agreements; and
BE IT FURTHER RESOLVED that the Mayor and City Clerk of the City of Saint Paul are hereby authorized to
execute such agreements as aze necessary to implement the projects on behalf of the applicant.
