RE: Legislative Hearing Officer Report for Andrew E. Morse, Gambling Manager, St. Paul
Wrestling Club, Gambling Manager License at 731 Randolph Avenue
Andrew E. Morse, Gambling Manager of the St. Paul Wrestling Club, has applied for a
Gambling Manager's License at 731 Randolph Avenue. This license is considered Class N;
therefore, neighbors were notified. 1 received one letter by the scheduled response date of April
6, 2006.
The ietter was received from Kaarin Long. There was no address listed on the envelope or the
letter. There was also no phone number listed. Ms. Long's objection is that the Lucky Foxx has
been a nuisance with noise, traffic, litter, fights, people shouting, and loud music. Also, Ms.
Long indicated that the bar is supposed to provide a bouncer, but Ms. Long has never seen one
stand outside the bar. Finally, she indicated that the only thing the bar has done to reduce
noise is to keep the doors shut. Ms. Long feels that past problems should prohibit this bar from
receiving further approval from the City.
Racquel Naylor, Secretary, tried to find a phone number for Ms. Long through various means.
directed her to call the West Seventh/Fort Road Federation. She was given a phone number,
but the person at that number said that she was not Ms. Long. Ms. iVaylor also asked Barb
Benson, Secretary to Councilmember Thune, for assistance, and she was unable to find a
phone number for Ms. Long. Ms. Benson indicated that Ms. Long's concerns have nothing to
do with the Gambling Manager license and that af1 the concerns are involving the Lucky Foxx.
Given the above information, I am recommending that the City Council approve the resolution to
grant the license for the St. Paui Wrestfing Club for the foflowing two reasons: 1) it appears that
Ms. Long does not want to be reached regarding her letter because she did not include an
address or phone number, 2) the concerns in the letter have nothing to do with the St. Paul
Wrestling Club.

Dear Applicant,
A review of the investigations which has been made in connection with your license
application has been completed. Proper notification has been sant to the community
organization(s)Ineighbors of the neighborhood in which you intend to operate giving
them until Thursdav, Auril 6, 2006 to voice any objections to your license
application. If no objections aze received, your license will be issued approximately
one week past the date given above.
If objections are received, a hearing will be scheduled before a legislative hearing
officer. You will receive notice of the time, place and date of the scheduled hearing
from Marcia Moermond, the Legislative Hearing Officer. At that hearing, the hearing
officer will take testimony from all interested persons and will make a
recommendation to the City Council as to whether the license(s) should be approved
or be referred to an administrative law judge for further review. The City Council
will have the final authority to grant or deny this license application.

Dear Ms. Moermond,
I am a resident who lives within 200 feet of the front door to the Lucky Fo�oc
establishment. I am writing in �osition to the application for gambiing manager's
licensing for this establishment.
This entity has been a nuisance to our neighborhood since it opened. There has
been increased noise, trafFic, iittering, and even vomit in my yard due to the
presence of the Lucky Fo�oc. There have been loud and violent fights in the street,
people shouting at all hours of the night, loud music from either the bar or the
vehicle stereos of its patrons.
Importantly, there has never ever been any effort by the bar to deal with the
prab!�rns i# crestes fer cur neigh�orhoad. 1n talking with !!EP representat+.ves a�au±
my concerns, I understand that the bar is supposed to provide some sort of bouncer
or person outside to subdue al( the noise and commotion by patrons, but since its
inception I have never once seen a bar employee stand outside the bar. The only
thing I can say that they have done to reduce noise is keep the doors shut —
although time and warmer weather will tell if that remains true.
My point in all of this is that I find it hard to believe that the city would reward such
a place with additional licensure to bring even more people, cars, and noise into our
family neighborhood after all the trouble experienced by this place. I believe that
past problems should serve to prohibit this bar from receiving any further approval
from the city of St Paul. Once those problems are managed, perhaps they can
apply again, but I hope this application will be denied.
