- RESOLVED� upon the pertinent appeal� under the Zoning
Code� by the Board of Social Ministry of the Minnesota Synod of
the� Lutheran Church in America� as owner of the subjeet premises�
situate in the City of Saint Paul� located on the east side of
Park Street at vaeated Charles Avenue� more particularly described
as .Lots 1 and 2 � Block 11�` Brewster�s .�ddition to St Paul� that i�ie
provisions of said Zoning Cofle hereby are determined and varied
in application� as necessary therefor� and the building setback
line applicable to said premises in respect of ti� e east line of
Park Street upon which the same abut� hereby is established as
� a line drawn across said premises parallel thereto a.nd seven ('])
feet distant from said east line of said Park Street; and be it
RESOLVED FURTHER� That said Board of Social Ministry of
the Minnesota Synod of the Lutheran Church in America be permitted
to install and operate a 27-car off-street parking facility on
property located on vacated Charles Avenue between• Park Street
and Capitol Boulevard� more particularly described as Lots 5� 6�
7, Block 6� Brewster�s ,Addition to St Paul in accordance with
final plans dated received Ja.nuary 8, 1g65; subject to the con-
dition that should any difficulties arise because of left turns
into driveways from Park Street� the City wi11 have the right to
prohibit said turn; subject further to the condition that said
applicant-permittee� and its successors and assigns� otherwise�
shall make due compliance with all applicable provisions of
municipal ordinances, State statutes and rules and regulations
of public authorities having cognizance.

This is in reply to the refesal of the appeal and permit application
of the Board of Social Ministry of the Minnesota Synod of the Lutheran
Church in America to 1) establish a 7 foot building line se�back �fr�
Park Street for Lots 1 and 2, B1ock 11, Brewster's AdditionTan�C`"2) a
permit for a 27 car off-street parking lot on property described as
Lots 5, 6, 7, Block 6, Brewster's Addition and vacated �Charles Avenue
between Park Street and Capitol Boulevard. The subject property which .
involves both requests is located on the east side of Park Street at
vacated Charles Avenue and is zoned "C" residence. �
The Board of Zoning_ considered these requests at its regular=meeting
on December 17, 1964. - The staff report,ed that because of the zoning
in this block, the miriimum setback from Park Street is 15 feet and ,
that the applicant is requesting a setback of 7 feet so as to permit
the construction of a new dock and service area to the proposed hospital
- addition. - It was also reported that.. the parking lot, plan met all of
the required stand�rds for� thisttype� of facility and had also been
approved by the Traffic Engineer with _the stipulation that sYio,u�:d• any "

the City would haue_the right t0 prohibit `said' turn�. The staff reported�""
that the requested 7 foot setback was reasonable based on the property �
development and would not have a detrimental�effect on any other pro-_
. perties in the area. �It is, therefore, the Board's recommendation that
the appeal as outlined above and the application for the off-street - -
� parking lot on the properties 'as described abo�e be granted' in accord- �
ance with the applicant's final plan dated received January 8, 1965 '
• and subject to the recommendation of the Traffic Engineer.
