RESOLUTION APPROVING FUNDING FOR ROUND ONE OF CYCLE 12 (200�
OF T'FiE CULTURAL STAR PROGRAM
WHEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital (Cultural
STAR) Investment Program, and
WI�REAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent sales
tas on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A, authorized by the
State of Minnesota, Chapter No. 375, Sec. 46, and
WI�REAS, the purpose of the Cultural STAR Program is to fund projects that further cultural and visitor activities
within the city of Saint Paul, and
WHEREAS, pursuant to 1998 Minnesota Laws Chapter 389, Article 8, SS 37, Subdivision 1, a citizen review panel,
commonly known as the Culhual STAR Board, has completed its annual review of all proposals for the expenditure
of funds in round one of Cycle 12 of the Cultural STAR Program and has made recommendations regarding the
proposed expenditures in rank order, and
WI�REAS, the Mayor has reviewed the applications for funds in round one of Cycle 12 of the Culhu STAR
Program and has made recommendations, which aze listed in Attachment B attached to this resolution, and
WHEREAS, the proposed funding awazd for the SteppingStone Theatre for Youth Development represents the first
year of a tcvo-year $200,000 commihnent, and
WHEREAS, the recommendation regarding the proposed funding award to the East Metro Music Academy is made
with the condition that the funding will be used only to assist personnel costs, and
WIIEREAS, the recommendation regarding the proposed funding award to CultureBrokers Foundation Inc. is made
only to assist with funding the first year of a three-year program, and
WHEREAS, the recommendation regazding the proposed funding award to Ballet Minnesota is made only to assist
with the leasing of event space, and
WIIEREAS, the projects listed in Attachment B are consistent with all Guidelines for the Cultural STAR Program,
and
WHEREAS, none of the recommended grants listed in Attachment B require a public hearing under the provisions
of Minnesota Statutes, Chapter 116J, now, therefore, be it
RESOLVED, that the City Council hereby approves the projects and amounts listed in Attachment B attached hereto
for funding in round one of Cycle 12 of the Cultural STAR Program, and be it
FURTHER RESOLVED, that the Council intends to award funding for the SteppingStone Theatre for Youth
Development during Cycle 13 of the Cultural STAR Program in 2007, and be it

50 FURTf�R RESOLVED, that the Council intends to withhold the remaining Cultural STAR funds for allocarion

53 FINALLY RESOLVED, that the Council extends its gratitude to the members of the Cultural STAR Board for their
54 hard work in reviewing the proposals and making recommendations to the Mayor and City Council in this first cycle
