The Board of Zoning considered this matter at-its regular meeting on September 10, 1964. The staff reported that, based on the develop - ment'in the area and the relationship-of the proposed facilities to the existing area uses, they would recommend the relaxation of the 191 foot parking lot setback from Princeton Avenue to not less than 8 feet ` and that this 8 foot wide area be properly planted; that the 18 foot setback requirement from Cambridge Street be maintained; that the 8 foot sideyard setbacks and planting areas for the Cambridge Street lot he, eliminated subject to the erection of a 5 foot high screen fence along the north and south property lines; that drainage facilities be provided in the Cambridge Street Lot; that the alley adjoining both lots be widened to at least 20 feet; that the Cambridge Street.entrance be chained after 10 P. M. After considerable discussion and review by the'Board, it was recommended to concur in the staff's findings as outlined above, and that the appli- cant's final plans reflect these conditions. While it'is. recognized that lighting for general safety felt that such lighting may prevent undue annoyance to (November 25, 1964) parking lots require night and supervision, it is y be adequately shielded to residentslin the area, 3. It is felt that the parking lot should not be used for evening events which will extend (beyond 10 :00 P,M, to reduceithe nuisance. 4. Adequate supervision and policing should be provided by Macalester College to prevent undesirable uses of the parking lot'during the night hours. 5, An effort should be made by Macalester College to enforce the use of the new parking facilities by their staff and students in order toIrelieve the parking congestion presently prevalent in the area. With regard to Item No.. 2, Mr, Van Housen brought to the meeting an area light,that he indicated the colleg�, would install, or one of a very similar nature.. There was no objection on behalf of the neighborhood representatives in this respeit. With regard to Item No. 3, the college indicated that it would be impossible for them to discontinue the use Iof the parking lot after 10 :00 P,,M.,t as' on occasion there will be functions on the campus whereby they vioul.d need the use of the par ling lot, Most of the time, however, the college agreed that the Cambridge Street means of egress would'be chained so that it .Could not be used after 10:00 P,M, The neighborhood representatives seemed to accept this point, With regard to Items No; 4 and No. 5, it was indicated by the College that they would make every effort for adequate supervision and polic- ing,- and that they would also attempt to hove the students and faculty use the parking lot in.lieu of parking on the street, The onb-�item that was not resolved was Item No.. with regard to the entrance on.Cambridge Street,. Mr. Van IHousen of Progressive Design Associates indicated that the elimination of this entrance would seriously hamper the function ,of the parking lot, and felt that the entrance should be provided. The two representatives of the neighborhood are very concerned about this entrance on Cambridge Street and wish that it could be eliminated from the plan, and all the means of ingress and egress to and from the lot would be from the alley which runs through college property. Mr. Bland and Mr. Monk are going to contact the Chairman of the Traffic Committee in order that the entrance on Cambridge Street could be discussed further. 1 Hon.
