hereby approves:

A BILL FOR AN ACT

ACQUISITION OF SITES, FOR THE CONSTRUCTION OF
BUILDINGS OR STRUCTURES THEREON, FOR THE EQUIPPING
THEREOF, FOR CARRYING OUT A�COMPREHENSIVE CITY
RECREATION PROGRAM, AND ENABLING THE CITY TO TAKE
ADVANTAGE OF MATCHING FEDERAL FUNDS WHICH MAY BE
AVAILABLE PURSUANT TO THE PROVISIONS OF THE LAND
AND WATER CONSERVATION FUND ACT OF 1965, PUBLIC
LAW 88 -578.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:'
Section 1. For the purpose of providing funds for the
acquisition of sites, for the construction of buildings or
structures thereon, for the equipping thereof, for carrying out
a comprehensive city recreation program, and enabling the city to
take advantage of matching federal funds which may be available
pursuant to the provisions of the Land and Water Conservation Fund
Act of 1965, public law 88 -578, the governing body of the city of
Saint Paul is authorized to provide by resolution for the issuance
and sale of general obligation bonds of the city of Saint Paul in
accordance with the provisions of Minnesota Statutes 1961, Chapter
475, as amended, in an amount not to execed $1,000,000. Such bonds
may be issued and sold without a vote of the electorate and shall not
be included in the net debt of the city for the purpose of any
charter or other statutory debt limitation, and the taxes for the
payment of the bonds and interest rate thereon shall not be subject
to any statutory or charter limitation.
Sec. 2. The authorization for the issuance and sale of bonds
by the city of Saint Paul herein provided is for the purpose of
permitting said city to take advantage of matching federal funds

which may be available pursuant; 4,,o ti:., provisions of the aforesaid

Land and Water Conservation Fund Act if 1965, Public Law 88 -578
whenever state statutory enabling legislation has been passed by
the legislature of the state of Minnesota so as to afford to
municipalities the right and opportunity to participate under a
recreation program or programs contemplated by the provisions of
said federal law.
Sec. 3. This act shall become effective only after its approval
by a majority of the governing body of the city of Saint Paul and
upon compliance with the provisions of Minnesota Statutes,•Section
645.021.
