06-410Council File # 06-410 creen sheet # 303 0 5 3 RESOLUTION OF Presented by PAUL, MINNESOTA 1 `� Setting of the Public Hearing for the Cent�al Corridor Draft EIS Review 2 3 WHEREAS, the Alternatives Analysis and Draft Environmental Tmpact Statement (DEIS) for the Cennal Corridor has been a certified by the Federal Transit Administration for release for public review by the Ramsey County Regiona[ Railroad Authoriry 5 (RCRRA); and 6 � WHEREAS, the Ciry of Saint Paul has long been actively interested and concerned with the potentia] of major transit s investments in the Central Corridor; and 9 lo WHEREAS, the DEIS intent to proceed has been published in the Federal Register on April 21, 2006 and a 45-day review 11 process has been set, which wifl end on June 5, 2006; and 12 13 14 15 16 17 18 WHEREAS, the RCRRA has set public hearings for - May 22, 6:30 p.m, Radisson Meuodome, 615 Washington, with an open house from 5:00-630; - May 23, 5:00 p.m., Lao Family Community of Minnesota, Inc.,320 Univ. Ave., with an open house from 4:00-5:30 - May 24, 8:00 A.M., Minnesota History Center, with an open house from 730-8:00 - May 24, 630 P.M., Central HS, with an open house from 3:30-6:30; and 19 WHEREAS, at the end of the RCRRA public hearing process, the Metropolitan Council will make final determinations on the 2 o preferred mode, and receive comments to be considered during the Preliminary Engineering process; and 21 22 WHEREAS, the City of Saint PauJ wishes to respond within the constraint of the 45-day review process, by making final 2 3 recommendations on mode — Light Rail Transit or Bus Rapid Transit; and 24 25 WHEREAS, the Ciry wishes to make comments on issues to be included in the Preliminary Engineering phase to begin later this 26 year or early in 2007; 27 2 a THEREFORE, BE IT RESOLVED, that the City Council of the City of Saint Paul sets a public heazing for May 17, 2006 at 29 5:30 in the City Council Chambers to receive comments on the Centra] Conidor mode as well as issues to be included in the 3 o Preliminary Engineering phase; 31 3 2 FURTHER BE IT RESOLVED, that the City Council does intend to make final recommendations on mode by the close of the 33 RCRRA public hearing record on June 5, 2006; and 34 35 BE IT FINALLY RESOLVED, that the City of Saint Paul public hearing record on the DEIS remain open from May 18 until 36 July 19, 2006 to receive additional comments on issues to be considered in the Preiiminary Engineering Phase.
