MI 5 -8111 January 14, 1965 Mr. Milton Rosen Commissioner Of Public Works City Of St. Paul 234 City Hall Saint Paul, Minnesota Dear Commissioner Rosen: Your letter of January 13th, addressed to Mr. Glenn Williams, has been referred to me for response. Mr. Williams will be out of the city until the end of the month. In checking the specifications for formal bid #1072 and our build -up cost sheets for same, I find that Mr. Williams had noted the three acceptable compactor bodies (Elgin- Leach, Garwood and Heil) in preparing our bid for opening. The general procedure,. here at Midway, in bidding Ford cab 6 chassis trucks, together with other specified body equipment is to contact all, or as many as possible, Twin City body equipment houses for bid prices on the material specified. I'm sure that this procedure was not overlooked in bidding #1072. More often, than not, the equipment companies will contact us prior to opening with their bid figures. To the benefit of our customers, such as the City Of St. Paul, we most always quote the lowest acceptable body equipment prices in our bid. In the event of two or more equal or almost equal body equipment prices submitted to us, we will generally quote the equal equipment, thus leaving the choice of body up to the customer. In the instance of bid #1072, the Garl'Wood compactor body price apparently was the lowest submitted on the bid build -up and was thus quoted as a part of the Midway Company's proposal and as per specifications for same;.'.
