RESOLVED, upon the appeal of Board of Social Ministry
of the Minnesota Synod of the Lutheran Church in America under
the Zoning Code for a waiver of the eight (8) foot parking lot
setback and buffer requirement -for parking adjacent to residential
use, and, upon its application for a permit to install additional
off- street parking facilities in conjunction with Bethesda Hospital
in the vicinity of the toutheast corner of Charles Avenue and
Capitol Boulevard and along the west side of Cedar- Street
between Charles and Sherburne Avenues, more particularly
described as Lots 5 and 6, Block 5, Brewsterts Addition to
St. Paul and Lot 2 Block 5t Dawson and Saithts Enlargement of
Dawson & Smithts Addition to Saint Paul that the general pro-
visions of said Zoning Code as they apply to off - street parking
facilities are hereby determined and varied as and to the extent
necessary therefor, and that said eight (8) foot parking lot
setback and buffer applicable to said premises hereby are relaxed
and waived, subject to a letter of approval from the adjoining
property owner to the north; and that said petitioner be permitted
to install additional off- street parking facilities in conjunction
with said Bethesda,.Hospital �.mn said property, in accordance with
the parking lot plan dated September 29, 1964- subject to the
condition that said appellant- applicant, and Its successors
and assigns, otherwise, shall make due complianee with all
applicable provisions of City ordinances, State statutes
and rules and regulations of public authorities having cognizance,

Dear Sir:
This is in the matter of the request of the Board of Social Ministry of the
Minnesota Synod of the Lutheran Church in Americar to (1) install additional
off- street parking facilities in conjunction with the Bethesda Hospital and
(2) to secure a relaxation of the 8 -foot parking lot 'setback and buffer along
the north property line of the Cedar Street lot. The subject property is
located at the southeast,corner of Charles Avenue and Capitol Boulevard and
along the west side of Cedar Street between Charles 6 Sherburne Stree8s aJ,d

The properties'to the south, west, and north are owned by the applicant and
developed with the hospital, infirmary, and nurses' housing, with the exception
of the two single - family residences adjoining the subject'property which front
on Cedar Street. 'Also across Cedar Street to the east is residential develop-
ment.
On inspection of the site, it appears there is a real need for additional off -
street parking to serve the Hospital and Infirmary and that the relaxation
of the 8 -foot buffer along the north property line of the Cedar Avenue lot in
this case would be in order, subject to a letter of approval from the adjoin-
ing property owner to the north.
The parking lot plan dated September 29, 1964 meets all of the requirements
for this type facility with the exception of the 8 -foot setback and buffer
and has been approved by the Traffic Engineer's office.
In view of the above findings, the Board of Zoning, at its meeting of September
10, 1964,_recommended approval of the applicant-ts parking lot and waiver of
the 8 -foot setback and buffer required for parking lots when adjacent to resi-
dencesdevelopment subject to a letter of approval from the adjoining property
owner to the north and in accordance with the applicant's parking lot plan
dated September 29, 1964.

You are hereby notified that a public hearing will be held in the
Council Chambers of the City Hall and Court House at 10:00 a, m.
on October 29, 1964, on the application of the Board of Social
Ministry of the Minnesota Synod of the Luthern Church in America
for:
1) an appeal to waive 8 ft. buffer and setback requirements
for parking lots adjacent to residential development; and
2) a permit to install a 39 -car off - street parking lot
on the following described property: Lots 5 and 6, .aock 5,
Brewsters Addition, also Lot 2, Block 5, Dawson and Smith Enlarge-
ment to Dawson and Smith Addition. The property is located on the
southeast corner of Capitol Blvd. and Charles Avenue and the west
side of Cedar Street between Charles and Sherburne Avenue.
