1 RESOLUTION APPROVING THE USE OF
2 NEIGHBORHOOD STAR CONTINGENCY FUNDS
3 FOR THE RONDO LIBRARY STREETSCAPE PROJECT

5 WHEREAS, on October 19, 2006, via Resolution #05-874, $150,000 from the Neighborhood
6 STAR Commercial Corridor Revitalization Program was placed in contingency for the Rondo
7 Library Streetscape Project; and
8
9 WNEREAS, on April 19, 2006, the Neighborhood STAR Board reviewed a proposal submitted by
10 the Friends of the Saint Paul Public Library to finance the Rondo Library Streetscape Project;
11 and
12
13 WHEREAS, the proposal is designed to make the corner of University Avenue and Dale Street
14 both more appealing and safer; and
15
16 WHEREAS, the project includes decorative lighting, granite pavers, hanging baskets, and
17 planters; and
18
19 WHEREAS, planning for the streetscape has been carefully coordinated with both the
20 Library/housing project and the future light rail corridor; and
21
22 WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of these
23 activities by providing $62,000 from the Neighborhood STAR Commercial Corridor Revitalization
24 Program allocation; and
25
26 WHEREAS, the Friends are requesting that the money being spent by the housing developer on
27 streetscape costs at the site be considered as the match for the Friends application; and
28
29 WHEREAS, the developer's costs are at least $62,000: now, therefore be it
30
31 RESOLVED, upon the recommendation of the Mayor, and with the advice of the Neighborhood
32 STAR Board, the Council of the City of Saint Paul hereby approves funding for the Rondo Library
33 Streetscape Project; and be it
34
35 RESOLVED, that upon the recommendation of the Mayor, pursuant to Section 10.07.4 of the City
36 Charter, the City Council does hereby amend the 2006 budget; and

FINALLY RESOLVED, that the recipient will be the Friends of the Saint Paul Public Library and
that a grant agreement will be executed the Department of Planning and Economic Development
