Vavoulis, Mayor and Members, City Council Gentlemen: It is with regret that I notify you of the resignation of Clyde Tester as Superintendent of Sanitation. There was no disagreement between Mr..Tester and myself, he was asking for an increase in salary. The request was made to the Personnel Committee and was not approved. He also asked that the position be made a Civil Service position, but the Charter requires that the Superintendent of Sanitation be an appointed position and I saw no reason for making the change. These are just technical differences. Mr. Tester was given the position on a temporary basis due to the retirement of John Cotter and I thought he was doing a good job. He desired to go back to his Civil Service position because he feared that he would lose that status in the Civil Service Department if he didn't go back to his old job and I accepted his resignation on that basis. There was no friction between Mr. Tester and myself, none at all, not to my knowledge. I am attaching hereto the resolution appointing Clarence John Vokoun, Jr. as Superintendent of Sanitation. Mr. Vokoun has a very fine education, is an ex- serviceman and I think he will make a very fine Superintendent of Sanitation.
