06-388Council File # Q� -_j�� GreenSheet#�303a.5d'7 � RESOLUTION OF Presented by PAUL, MINNESOTA 2 � RESOLUTION SUPPORTING $4.3 BILLION IN FY 2007 FUNDING FOR THE COMMUTTITY DEVELOPMENT BLOCK GRANT PROGRAM 6 7 WHEREAS, The Community Development Block Grant (CDBG) program was enacted and signed in to 8 law by President Gerald Ford as the centerpiece of the Housing and CommuniTy Development Act of 1974; 9 and, 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 WHEREAS, The CDBG program has as its primary objective "the development of viable urban communities, by providing decent housing and a suitable living environxnent and expanding economic opportunities, principally for persons of low and moderate income;" and WHEREAS, The CDBG Program has considerable flexibility to allow communities to carry out activities that are tailored to their unique affordable housing and neighborhood revitalization needs; and WHEREAS, Throughout its 32 year history, the CDBG program has bee a partnership among federal, state and local govemments, businesses and the nonprofit sector, which carry out activities that improve the loves and neighborhoods of low and moderate income families; and WHEREAS, The City of Saint Paul with CDBG funds in the amount of $301 million since 1975 has provided rehab of more than 15,000 low-income housing units; assistance to senior, block nurse, crime prevention and youth employment programs; public improvements including the construction of recreation centers, neighborhood parks and libraries; and economic development assistance to businesses which create decent jobs; and WHEREAS, The City of Saint Paul will receive $8.2 million in Fiscal Year 2006, a cut of approximately 10 percent to continue these activities for the benefit of the low and moderate income community; and WHEREAS, The President's FY 2007 budget proposes to reduce CDBG formula grants by $1 billion or 25 percent; and WHEREAS, Should such a proposal be enacted, it would have a devastating effect on the City of Saint Paul's CDBG program by eliminating housing rehab assistance to people with low and moderate incomes; reducing and eliminating summer youth employment, crime prevention, living at home senior programs and small and emerging business assistance; NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Councii hereby calls on Congress to provide a FY 2007 CDBG funding level of no less than $435 billion in formula funding; and b(� -3 �� 42 BB IT FURTHER RESOLVED, that Mayor Chris Coleman designate the week of April 17 through April 43 22 as"Community Development Block Grant Week" in the City of Saint Paul in support of this valued 44 program that has made a tremendous contribution to the viability of the housing stock, neighborhoods and 45 infrastructure in the City of Saint Paul, and 46 47 BE IT FURTHER RESOLVED, that Mayor Chris Coleman and the Saint Paul City Council encourage all 48 citizens to join together in expressing support far the Community Development Block Grrant Program.
