(January 25, 1964) IiTHEREAS, The Commissioner of Parks and Recreation & Public Buildings has reported, in accordance with Section 53 of the City Charter, the existence of an emergency during the period from January 1 to 15, 1964, which rendered necessary the employment of certain employees of the Department of Parks and Recreation and Public Buildings for more than eight hours per day or forty hours per week in doing the following work; Supervision, operation, maintenance, care and protec- tion of public parks and playgrounds and of their facilities. And WHEREAS, This emergency arose by reason of the following facts and circumstances; Seasonal requirements for protection of public property and pursuit of departmental activities, such as; Civic events and municipal sports and playground programs required increased-dme and effort of an unforeseen but temporary nature; breakdown of equipment necessitated immediate repairs; placing "No Parking" signs for tree trimming on Sunday; during the heating.season, the plant for the Zoo and Greenhouse must be tended con- stantly; and skating rinks must be maintained seven days a week. THEREFORE, BE IT RESOLVED, That the proper city officers are hereby azthprized to pay the employees who Ia rformed such work in accordance with the provisions of the Council's salary ordinance, Ordinance No. 6446.
