.11HEREAS, under Title I of the Housing Act of 1949, as amended,
the Housing and Home Finance Administrator is authorized to extend
financial assistance to 16calities in the elimination and prevention
of the spread of their slums and urban blight through the planning
and undertaking of urban renewal projects; and
WHEREAS, under Section 102(d) of said Title I, the Housing
and Home Finance Administrator may make advances of funds for the
preparation of General Neighborhood R §newal Plans for urban renewal
areas of such scopb that the urban renewal activities therein may
have to be carried out in stages over a period of not more than
10 years; and
WHEREAS, it is desirable and in the public interest that the
Housing and Redevelopment Authority of the City of Saint Paul,
Minnesota prepare such a General Neighborhood Renewal Plan, pre-
sently estimated to cost $142,844, in that certain area, proposed
as an Urban Renewal Area, situated in the City of Saint Paul,
County of Ramsey, and State of Minnesota, and the boundary lines
whereof are described as follows:
'Beginning at the point of intersection of the
eastern right -of -way line of Western Avenue
with the northern right -of -way line of the alley
between Sherburne Avenue and University Avenue,
then westerly along said line of the alley to the
point of intersection with the western right -of-

NOW, THEREFORE, BE IT RESOLVED BY THE CO UNCIL OF THE CITY OF
SAINT PAUL:
1. That the proposed Urban Renewal Area .described above is an
area of such scope that itis estimated that the urban renewal activities
therein may have to be carried out in stages over a period of not more
than 10 years.
2. That the undertaking by the Housing and Redevelopment Authority
of the City of Saint Paul, Minnesota of the preparation of a General
Neighborhood Renewal Plan for the proposed Urban Renewal Area described
above is hereby approved.
3,.' That it is cognizant of the intention of the Housing and
Redevelopment Authority of the City of Saint Paul, Minnesota to under-
take an urban renewal Project promptly upon completion of the General
Neighborhood Renewal Plan and the preparation of an urban renewal plan `
for such project, which project shall embrace at least 10 per cent of
the proposed Urban Renewal Area and shall be of the character contemplated
by Baction 110(c)of Title Z.
4. That itis cognizant of the conditions that are imposed in the
undertaking and carrying out of urban renewal projects with Federal financial
adsistance under Title I, including those prohibiting discrimination because
—of race, color, creed,or national origin and the requirements that a
General Neighborhood kenewal Plan conform to the workable program for
community improvement, as set forth in Section 101(c) of Title I, and toga
general plan of the locality as a whole, as well as the requirement for a
feasible method of relocation and the provisions of necessary local grants -
in -aid.
5. That it is the intention of this body that the General Neighborhood
Renewal Plan will be used to the fullest extent feasible as a guide for the
provision of public improvements in such Area and that the Plan will be
considered in formulating codes and other regulatory measure affecting
property in the Area and in undertaking other local governmental activities
pertaining to the development, redevelopment, rehabilitation, and con-
servation of the Area.

I am enclosing a Resolution of the Commissioners of the Housing and
Redevelopment Authority of the City of Saint Paul, Minnesota approving
an application to the Urban Renewal Administration for a Survey and
Planning Grant in the amount of $142,844 to be used for the preparation
of a General Neighborhood Renewal Plan for an area designated as the
Selby -Dale Area. This area encompasses the areas formerly referred to

SURVEY AND PLANNING APPLICATION FOR SELBY -DALE
GENERAL NEIGHBORHOOD RENEWAL PLAN

An application for funds to prepare a General Neighborhood Renewal Plan for the area
shown on the attached sheet is being readied for submission to the Urban Renewal I
Administration. Prior to its submission two local approvals are necessary - one from
the Housing and Redevelopment Authority and the second from the City Council.
The area itself contains approximately 961 acres of land of which 363 acres are used
for street purposes, 543 acres for residential purposes -and 55 acres of non - residential
uses.
Of the 3,429 residential structures in the area the 1960 Census of Housing indicated`
that 347. (1166) were dilapidated, deteriorated or lacked necessary plumbing facilities.
These structures contained 8,998 dwelling units and approximately 23,300 people. 1
The actual survey budget being requested is for $142,844. A generalized breakdown
of the budget is as follows:

Work items to be performed under contract are generally as follows:
1. Land Absorption Study to identify the various types of demands for
cleared project land.
.2. A Family Mobility Study which will identify problems and solutions
resulting from population movements affecting this area including
any special problems concerning the housing of non -white families.
3. A Tax,Avatement Study which will weigh the pros and cons of giving
tax abatements as a stimulant to home improvement.
4. A Contract with the City of Saint Paul to provide City Department
&taff assistance in developing the plan for the area and related
cost estimates.
The application also contains an estimated Capital Grant and Relocation Grant of
$4,299,077 for the undertaking of the first project identified as the area west of
Victoria between Aurora and Portland over to Lexington.
Results to be gained from the surveys will serve as the basis for the scheduling of
urban renewal projects throughout the area,identifying the nature, extent and location
of improvements, and a better programing of staff and financial resources.

GN 102 - STATEMENT EXPLAINING BASIS FOR SELECTION Or AREA
The Selby -Dale Area of Saint Paul has been recognized for some time as an
area of the City needing urban renewal treatment. The area is a portion of
the Summit -Dale Community, as defined by the City Planning Board, and is
bounded on the north, west and south by the major traffic arteries, University
Avenue, Lexington Parkway and Summit Avenue respectively. The west and south
boundaries of the area abut relatively sound segments of the community. The
northern boundary abuts an area of the community which is in need of some
form of renewal activity; however, University Avenue constitutes a logical
boundary and buffer in that it is a commercialized street and neighborhood
boundary. The easterly boundary of the Selby -Dale Area abuts the Cathedral
Neighborhood Minn. R- 17(GN)•and the Western Redevelopment Project UR Minn. 1 -2.
II Actually, the Cathedral Neighborhood is a portion of the total renewal area

Iof concern and the Authority plans to coordinate the Cathedral Neighborhood

Projects with Selby -Dale Projects and perform these in their appropriate
sequence. Renewal projects within the Selby -Dale neighborhood must be coor-
dinated with the Cathedral Neighborhood projects in order to accomplish
satisfactory renewal treatment of that segment of the community.
The GNRP area is predominantly residential; however, it contains commercial
j strips along University Avenue and along Selby Avenue. The portion of the
t
neighborhood northerly of Selby Avenue contains approximately 80% of the non-
white population of Saint Paul. Substantial residential structures are deter-
j iorating and blighting influences are present. The existence of deteriorating
r
structures ranges from high in the eastern segment to low in the western segment
I
of the area. Public facilities are generally inadequate and the recreational
i
and educational facilities are in need of additional space.

Various citizen and civic groups have for the past several years shown an active
interest in getting urban renewal activities under way in all sections of the
Plan area. Public housing construction and 221(d)(3) housing has been, supported
i
in the area as a relocation source. Adequate project financing has been ob-
tained through the adoption of special State legislation allowing financing
based upon bonding and expected tax increases for four specified project areas
which includes the Selby -Dale Area. In addition, a housing inspection code
Of
enforcement program is getting under way in the area.

It is apparent that both the area residents and the City as a whole now con-
sider the area "renewal ready ". Some groups are not only seeking but in some
cases demanding that urban renewal activities be started as soon as possible.
An example of their success is found in the attached resolution from the City
Council.
Recognizing both the size and complexities of the area it has been agreed that
the initial step should be a General Neighborhood Renewal Plan designed to
cover the entire"area producing an urban renewal plan for the entire area and
a logical series of projects.

GN 103 - LOCAL PUBLIC AGENCY APPROVAL
Neither the City Planning Board nor any other public agency must designate;'
an area as an urban renewal area under the present Minnesota State Act.
However, in August 1957 Community Plan Report No. 6, Pr�posed Renewal Areas,
the City Planning Board recommended renewal action in this area. This was
one of five areas of the City indicated for priority rehabilitation or rede-
velopment. Two other areas, the Upper Levee Area and the Riverview Area
I
were also within the five recommended. The Upper Levee Area is in execution
and a General Neighborhood Renewal Plan for Riverview has been completed.
The first project of Riverview has been designated and Federal planning funds
i
have been applied for. A further study by this Authority in December 1959
entitled "Renewal Program for Saint Paul, Part II" indicated the Selby -Dale
Area as first of 14 segments of the City for priority rehabilitation projects.
The Comprehensive Plan, Community Plan Report No. 15 of the City Planning
Board dated 1963 refers back to the Community Plan Report No. 6 for recom-
mended renewal activity in this City.
Although the City Planning Board is not required to designate renewal areas
at the time of the project planning application, the Bard must review and
prepare a written report on any urban renewal plans prepared by the Authority.
The General Neighborhood Renewal Plan which will be prepared as a result of
this Application will be transmitted to the City Planning Board for its written
report prior to its approval by the local governing body.

The western portion of the Plan area was principally constructed during the
1880 to 1890 period. Much of this construction was by the older prestige
families who built large structures compatible to their wealth and the
design of that period. Today, these structures are receiving various degrees
of maintenance, are difficult to heat, many have been haphazardly converted
and misused and are now considered obsolete. The 1960 Census of Housing

never paved, Dale and Western are the only two north and south streets
that have been paved their full length through the Plan area. This fur-

through traffic which is not channeled onto any particular thoroughfare,
thus denying residents the safety associated with residential type streets.
Pedestrian travel is inhibited by the lack of adequate traffic controls
on Marshal., Dayton, Dale, Selby and Lexington.

isfactory living conditions or economic decline
Recreational facilities are seriously deficient. Oxford Playground,
occupying 3/4 of a block, is the largest park in the area. All other
open recreational facilities are very small and usually associated with
old, obsolete schools which are in need of replacement, major altera-
tions or expansion. Inconvenient shopping facilities are located in
strip type commercial areas along Selby and University Avenues.
8. Other equally significant environmental deficiencies
There exists within the community an attitude that the area is declin-
ing and seriously in need of treatment and public improvements. This
is exemplified by high mobility, concentrations of social problems,
high rates of crime, delinquency, etc.

The area qualified for �itle I assistance because it contains defi-
ciencies to the,de'grbe and exient that public action is necessary to
eliminate and prevent the development and spread of deterioration and
blight. Specifically, at least 35% of the buildings in the area con-
tain one or more building deficiencies, as defined by the 1960 Census
of Housing, and the area contains a number of environmental deficiencies.
Building Deficiencies
The map entitled "Housing Deficiencies ", Code GN 113, indicates the
distribution and location of the 8,998 dwelling units enumerated within
the project area. It also displays the location of 3,483 dwelling units
(38% of all dwelling units) which were classified as dilapidated, deter-
iorated or lacking some or all plumbing facilities by the 1960 Census
of Housing.
A residential structure count revealed that there are 3,429 residential
structures within the Plan area. The above census figures were then
related to the number of residential structures on a block by block
basis indicating that 1,166 (34 %) of these structures contained defici-
encies as reported in the Census.
Also contained within the area are 313 nonresidential structures of
which 40 %, or 125, contain serious equally significant deficiencies.
This percentage estimate is based upon preliminary field studies con-
ducted by the City Planning Board which will be available to the Hous-
ing and Redevelopment Authority upon completion of tabulation and mapping.

GN 106 Explanation of why urban renewal activities within Plan area may have to
be carried out in stages, including tentative program for their staging:

The proposed undertaking includes over 3,700 structures and approximately
9,000 dwelling units. An attempt to undertake the entire area as one
project would create difficulties in scheduling, staffing and carrying
out the project in an expeditious manner.
The General Neighborhood Renewal Plan approach has been selected for the
following reasons:
I. The entire area has, for a number of years, been earmarked for
urban renewal action.
2. Funds are now available to carry out and complete the proposed
activities.
3. The nature and scope of the urban renewal activities are so
large that they will have to be staged and carried out within
a period of time which will not exceed 10 years.
4. It is desirable, in the interest of sound community planning,
that the urban renewal area be planned in its entirety before
major actions are commenced.
5. Knowledge derived from the'General Neighborhood Renewal Plan
will enable better project scheduling, staffing and better
utilization of local expenditures.
Staging
On the eastern boundary of the Plan area, the Housing and Redevelopment Authority is
in the process of closing out the Western Redevelopment Project, UR Minn. 1 -2, and
preparing to start the Cathedral Project Minn. R -25. Both of these projects are
clearance and redevelopment activities in heavily blighted sections which have and
are expected to continue to displace families into the Plan area.
The GNRP is conceived as a conservation and rehabilitation activity designed to im-
prove the existing supply of housing and neighborhood environments.
The first project is contemplated in the western section of the Plan area where hous-
ing and neighborhood deficiencies are of the nature and scope that a conservation

project can be planned and carried out expeditiously, thereby creating a good public
image of the conservation type program, and gaining additional support for a contin-
ued conservation program in the Plan area.
Future projects will then be carried out with a pincer type movement of conserva'-
tion projects starting at the western boundary of the Plan area and moving eastward,
and clearance and major rehabilitation projects starting on the eastern boundary
and moving westwards

GN 107 - STATEMENT OF RESOURCES
Authority resources and limitations fail into three general categories which are:
financial, staff, and appropriate timing.
1. Financial resources are availabie as an Act was passed by the State Legis-
lature in 1963 to -allow the City of Saint Paul to bond ovet and above the
present City limitation io the extent of $13,750,000. The funds to be
made aVailable through this bonding are for the prime purpose of supplying
local cash and lbcai imprdV6ments as necessary for the performance of Fed-
erally aided renewal activity within areas designated as follows: River-
view Neighborhood, Downtown Project, Cathedral Neighborhood, and the por-
tion of the City known herein as the Selby -Dale Area.
2. Staff resources. The Authority is now and has, for the past six months,
been adding individuals with special training and experience to the staff
in order that the Authority will be prepared to appropriately execute
renewal activities. Staff positions have been filled as follows: One
Assistant Staff Counsel, One Planner, One Business Relocation Assistant,
Two Family Assistants, One Business Counselor, One Director of Community
Services, and One Real Estate Acquisition Coordinator, The Authority is
presently attempting to fill the following three positions: One Account=
ant, One Planner and One Assistant Planner. Additional staff will, of
course, be necessary to perform rehabilitation - conservation type projects
and recruiting for these positions will be undertaken at the proper time.
3. Timing is considered a limitation rather than a resource and the Authority

has given extensive consideration to the performance of renewal activity
over and above that which is under way or in planning. The Selby -Dale
Area is considered logical and necessary as the primary renewal activities
will involve rehabilitation and conservation and a minimum amount of clear-
ance. It appears logical to the Authority to proceed with conservation
and rehabilitation type activities rather than launch immediately into
areas requiring extensive clearance type activity, The first project in
the Cathedral Neighborhood and the first project in Riverview will be pri-
marily clearance activities involving family relocation and, therefore,
will not compete with Selby -Dale projects. As the Authority is not now

performing clearance type activities, the staff of the Authority which
will be primarily concerned with Selby -Dale project activities will be,
by and large, separate from those that will be involved in the first

Considerable community interest and support has been given to date for
rehabilitation and conservation in the Selby -Dale Area. The Area contains
two social service agencies, many churches, and two organized community
groups. Because of the substantial rehabilitation interest and concern
that is present in the Selby -Dale neighborhood, the Authority considers
the area as renewal ready. No other area of the City is as ready for
rehabilitation- conservation type renewal activity as the Selby -Dale Area.

GN 121 - DESCRIPTION OF PLANNING WORK
The scope of the activities covered in the preparation of the General Neighborhood
Renewal Plan will be of the nature and type necessary to produce a plan meeting
Urban Renewal Administration requirements. The plan will be based upon the City
Planning Bdard�t recently adopted Comprehensive City Plan and will be used as d
general guide for determining the nature, the extent and degree of urban renewal
activities to be performed in all portions of the project area.
The following is a list of the studies, surveys and plans to be completed and speci-
fic problems for which solutions. will be sought:
1. Preparation of a comprehensive plan for the project area and portions of
the surrounding neighborhood areas to show the relationship of existing
and proposed streets and highways, community facilities and zoning. The
Plan will include the following:
a. Accurate description of the project boundaries
b. A Land Use Plan indicating the land use goals to be achieved and
related requirements in terms of:
(1) Permitted Land Uses
(2) Population densities
(3) Building coverages and building requirements
(4) Any other provisions as to land use which should be incor-
porated in Urban Renewal Plans for specific projects
The above Plan will be based upon studies of the existing land use and conditions
within the area, the City Comprehensive Plan, and a Land Absorption Study designed
to identify the kind and type of market demands within the project area with par-
ticular emphasis on hidden and latent markets which will strengthen and enhance
property and human values within the GNRP area.
Emphasis will also be placed upon the future role of housing and other resources
as they relate to the needs of the present and future populations of the area.
This will be accomplished through special studies designed to identify the changes
that have and are expected to occur in the characteristics and needs of the resi-
dents so that the Land Use,. Public Facilities and other plans will be adequately
designed to insure the long termed desirability and livability of the area.

2. Plan or Plans of Community Facilities and Public Improvements showing:
a. Approximate location, size and character of existing and proposed
schools, parks, playgrounds, branch libraries and similar facilities.
b. Approximate location and general character of existing and proposed
streets and highways, utilities and other similar improvements.
The above plan or plans drawn upon the City's Comprehensive Plan, the plans and pro-
grams of the agencies responsible for the facility or improvement, and the expressed
desires and needs of the neighborhood will involve numerous conferences with the
responsible agencies and citizen groups to identify the nature and extent of improve-
ments to the point that preliminary cost estimates can be arrived at for financial
planning purposes. Examples: school construction and expansions have been indi-
cated in the City's general plan. The size, location and approximate cost may have
to be further identified.
3. Delineation of parts of the area in which the contemplated action is clear-
ance and redevelopment, conservation or rehabilitation, or non - assisted pro-
ject activities. These determinations will be arrived at from existing
data available to the Authority, surveys of the exterior condition of struc-
tures and a limited number of interior checks designed to determine the
nature and types of improvements necessary and the feasibility of rehabil-
itation.
4. Prospective requirements and standards for rehabilitation of individual
properties will be developed for the appropriate areas based upon the
above surveys and joint concurrence between FHA, URA, the Housing and
Redevelopment Authority, and other affected agencies and organizations.
5. Identification, by tentative boundaries, of anticipated projects involv-
ing Title I aid, and other renewal actions together with the contemplated
program of their sequence and timing.
6. Preliminary estimates of Federal grant and local grant -in -aid requirements
for each project identified.
7. Preliminary analysis of relocation requirements and resources needed to
carry out projects in the Plan area. Since a major portion of the City's
non -white population resides within the study area, particular emphasis

will be placed upon any potential problems which may be encountered by

non -white displacees through studies of the entire non -white housing ,mar-
ket and the movements within that market:
8. Identification of actions required to be taken by State and local govern-
ment agencies in order to carry out the Plan, including:

a. Zoning changes
b. Enforcement, modification or improvements of codes and regulations
i
governing housing, occupancy, and building construction.
i
c. Provision of community facilities and improvements'shown under
i
the Plan including current estimates of their cost and timing.
9. An analysis of the staff requirements to carry out the proposed projects
in the Plan area in light of current and contemplated project activities.
10. An analysis of all community resources available -to assist in developing
and carrying out a renewal program within the area. Such resources may
include those of local government, social welfare and civic agencies, col-
leges, universities and schools, private institutions, churches, service
clubs, and citizen organizations both community -wide and neighborhood.
The Authority also intends to develop

11. Test the desirability and acceptability of the plans and programs through
a series of meetings and conferences with public and civic leaders, neigh-
borhood organizations and other interested individuals and groups in order
to incorporate their ideas and achieve their understanding.
12. Community attention has been focused upon the changes in tax policy and
practice including giving tax abatements to properties being improved in
urban renewal areas as an aid to their rehabilitation. A special study
of the effects of taxation and the feasibility of tax abatement is pro-

posed in order to determine desirable changes in tax policy or procedure.

AUTHORTrY OF THE CITY OF SAINT PAUL, MINNESOTA
APPROVING UNDERTAKIM OF GENERAL NEIGHBORHOOD
RENEWAL PLAN AND FILING OF APPLICATION FOR
FEDERAL ADVANCE OF FUNDS
WHEREAS, under Title I of the Housing Act of 1949, as amended, the
Housing and Home Finance Administrator is authorized to extend financial
assistance to localities in the elimination and prevention of the spread
of their slums and urban blight through the planning and undertaking of
urban renewal projects; • and
WHEREAS, under Section 102(d) of Title I, the Housing and Home Finance
Administrator may make advances of funds for the preparation of General
Neighborhood Renewal Plans for urban renewal areas of such scope that,the
urban renewal activities therein may have to be carried out in stages over
a period of not more than 10 years; and
WHEREAS it is desirable and in the public interest that the Housing
Redevelopment Authority of the City of Saint Paul, Minnesota prepare
tick a General Neighborhood Renewal Plan, presently estimated to cost
;•i42,844 in that certain area, proposed as.an.Urban Renewal Area, situated

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY
OF THE CITY OF SAIN PAUL, MINNESOTA:
1. That the proposed Urban Renewal Area described above is an area of
such scope that it is estimated that the urban renewal activities therein may
have to be carried out in stages over a period of not more than 10 years.
2. That the undertaking by the Housing and Redevelopment Authority of the
City of Saint Paul, Minnesota of the preparation of a General Neighborhood
•Renewal Plan for the proposed Urban Renewal Area described above is hereby
approved. i

.'. 3. That it is the intention of this body to undertake an urban renewal
project promptly upon completion of the General Neighborhood Renewal Plan and
the preparation of an urban renewal plan for such project, which project shall
embrace at least 10 percent of the Urban Renewal Area and shall be of the
character contemplated by Section 110(c) of Title I.
4. That it is cognizant of the conditions that are imposed in the under-
taking and carrying out of such urban renewal projects with Federal financial:.
assistance under Title I, including those prohibiting discrimination because
OA. race, color,'creed, or national origin and the requirements that a General
Neighborhood Renewal Plan conform to the workable program for community .
improvement, as set forth in.Section 101(c) of Title I, and to a general plan
of the locality as a whole, as well as those with respect to the relocation
