Council City of Saint Paul Gentlemen: There is an apartment building at 160 -168 East Congress Street on property described as Except South 3 feet of Lot 8 and Except West 40 feet of Lots 9. and 10, Block 68, Town of West Saint Paul. This building. -is 96 by 58 by 30 feet, vacant, dilapidated and dangerous to life, limb, and adjoining property. It should be substantially repaired or wrecked and removed. Windows are broken out, floors are warped, electrical and plumbing installa- tions inadequate. Danger Notices have been posted. The 1 -ast known record owner is Arthur K. Wurdeman, 838 Laurel Avenue,, St. Paul 4; David E. Marsden and Joseph L. Abrahamson,Co:Trustees, c/o 1711 Lincoln Avenue, St. Paul 5; and Mrs. E. J.
