THE. COUNCIL OF THE CITY OF SAINT PAUL. DOES ORDAIN:
Section 1. That Ordinance No. 76.07, approved February 13,
1935, as amended, be and the same is hereby further amended by striking
out the specifications for "Patrolman ", and by inserting in lieu thereof the
following specifications:

Duties and responsibilities:

Under supervision, to command an assigned detail of uniformed law
enforcement personnel; to investigate complaints of crimes for the
purpose of collecting evidence and detecting and arresting criminals;
to perform specialized law enforcement activities; and to perform
related work as. assigned.
Examples of work performed:
To visit and inspect patrolmen at whatever details assigned them, and
to ascertain how they are performing their work.
To supervise the patrol in an assigned area.
To make rounds of inspection of traffic patrolmen and to assign them
to beats.
To supervise communications center during an assigned shift.
To review officer's reports.
To make investigations in plain clothes.
To investigate law violations, complaints, and accidents.
To conduct investigations and make arrests.
To observe the movements, of persons who are under suspicion.
To interview complainants, criminals, witnesses, or others. and to
make written or oral reports on findings.
To obtain evidence and assist in prosecutions.
To inspect pawn shops for the purpose of discovering stolen property.'
To visit public or private buildings for the purpose of preventing or
detecting criminal activities.
To represent the Police Bureau in court as a court officer.
To take charge of criminal investigations when assigned or until relieved
by higher authority.
To conduct in- service training classes.
To read special orders and instructions at relief meetings.
To supervise the custody and trdatment of prisoners and prisoner's
property.
To hold periodic inspections of uniforms, equipment and facilities.
To enforce departmental rules and regulations and recommend
disciplinary action.
To review and coordinate information gathered and work accomplished
by subordinates.
To advise subordinates and to evaluate performance of duty.
To control and direct subordinates at crime scenes.
To manage and investigate assigned cases.
To develop and utilize - informants and other specialized sources of
information.
To detect, repress and control vice, gambling, narcotics, prostitution,
liquor laws, sex offenders, and other criminal activities.
To perform inspectional services as assigned.
To prepare cases for prosecution.
To take statements from witnesses, suspects and offenders.
To be familiar with special weapons and equipment.
To act for superiors during their absence.
Minimum qualifications:
High school graduation and three years' experience in the position and
holding the title of Patrolman in the St. Paul Police Department.

relative to the prevention of crime, the apprehension of criminals.,.'
the protection of property and persons, and the control of traffic;
to do investigational or inspectional duties, in plain clothes or
uniform, when so assigned; and to perform related work as assigned.
Examples of Mork performed:
To patrol an assigned district to detect and prevent crime.
To apprehend and arrest law violators, and to gather evidence and
assist in the prosecution of such persons and to make reports of
crimes committed.
To assume preliminary custody of lost-, stolen, or abandoned property.
To enforce traffic laws, and to make reports of motor vehicle and
other accidents.
To report gambling or disorderly houses and to make arrests.
To act as court attendant.
To do investigational or inspectional duties, in uniform or in plain
clothes, when so assigned.
To direct vehicular and pedestrian traffic or escort parades.
To operate a branch switchboard in the Police Bureau, when assigned.
To act as desk officer at police headquarters, and to answer the
telephone and handle complaints.
To dispatch squads by police radio and)or phone.
To book prisoners and to accept and give receipt for bail moneys
and propert -y of prisoners and to keep records of arrests and
prisoners.
To mark and tag cars in enforcing parking regulations.

Minimum qualification-,:
High school graduation. Must be a qualified voter of the City under
30 years of age. Must be not less than 5 feet fI inches tall (bare
feet). Must possess a Minnesota driver's license.
