WHEREAS, The Commissioner of Public Works has repo:l (January 11, 1964)
accordance with Section 53 of the City Charter, the
an emergency during the period from January 1 to January 15,
which rendered necessary the employment of certain employees
the Department of Public Works for more than eight hours per

Emergency street, building, sewer and bridge repair.
Dispatching men for emergern y repair work.
Dispatching motor vehicles for all emergency work.
Operating equipment on emergency repair work.
Emergency calls for sewer maintenance.
Removing snow from city streets and sanding icy streets.
Tending fires at Asphalt Plant on Sundays and holidays.
Taking care of complaints at city yards.
Drawing plans and specifications for grading and paving jobs.
Servicing municipal equipment.
Making up sidewalk assessment reports.
Inspecting city improvement jobs.
Watching Municipal Equipment during off hours.
And WHEREAS, This emergency arose by reason of the following
facts and circumstances:
Necessity of answering all emergency repair calls, keeping
city streets from debris and snow and sanding icy streets, keeping
fires at Asphalt Plant continuously, taking complaints at City Yards,
completing plans and specifications for grading and paving jobs, need
for grade profiles and house numbers, completing sidewalk assessment
reports, keeping city equipment in good running condition, and in-
specting work done by contractors on street and sidewalk works.
