WHEREAS, the Legislative Hearing Officer recommends that the license application for Auto Repair Gazage,
Retail Food Grocery, and Cigazette/Tobacco Licenses by Huu Van Nguyen, owner, doing business as Best
Cazwash at 1540 Rice Street, be approved with the following conditions:
12/30l2005 Per Conditional Tlse Permit, Zoning File #OS-205-253, to allow an auto repair station with the
existing car wash is approved with the foilowing conditions (1 through 5):
1. Auto work shali be limited to the servicing and minor repair of automobiles commonly associated with auto
service stations as defined in §65.703, provided there is no sale or storage of gasoline or any other
automobile engine fuel at this site.
2. No auto sales shall occur and no autos sha11 be displayed for sale on the premises. Vehicles shall not be
advertised for sale on the properry.
3. The hours of operation shall be between 7 a.m. and 8 p.m.
4. No outdoor storage of vehicles, vehicle parts, or equipment shall be allowed on the site.
5. No auto repair sha11 be done on the property unless it is conducted within the building.
License conditions (6 through 12):
6. All customer vehicles (for car wash and auto repair) and employee vehicles must be parked in the area
designated (45 spaces on the south side of the lot, 2 spaces closest to the entrance of the building must be
designated handicap pazking) on the LIEP approved site plan.
7. Trash shall be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance
with the Ramsey County Hazardous Waste regulations.
8. At no time shall vehicles be parked in the driveway or in the public right-of-way. Vehicles waiting may not
be pazked or stored in the alley, street, nor public right-of-way.
9. The storage of vehicles for the purpose of salvaging parts is expressly forbidden. All vehicles pazked
outdoors must appear to be completely assembled with no major body parts missing. Vehicle salvage is not
permitted.
10. Auto body repair and auto body spray painting is not permitted.
11. Customer vehicles may not be parked longer than 3 days on the premises and no more than 6 vehicles may
be parked overnight, outside. It sha11 be the responsibility of the licensee to ensure that any vehicle not
claimed by its owner is removed from the lot as permitted by law.
12. Provide maneuvering space on the properry to a11ow vehicles entering and exiting the site to proceed
forwazd. Backing from the street or on to the street is prohibited;
THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul hereby approves this license
application with the aforementioned condirions.
