Mortinson— �(�y r ^ CITYher as, The Peterson 1963 Session oofn the' COUNCIL i, iJ J "9slature of the State of Minnesot ^` FILE NO• — r _ a statutory enactment d OFFICE P T T TAT . r^' - pter 657 .: Min J P LISH>✓D r / /� �` COUNCIL RESO ~ �$`Cil'�v:+ R RM PRESENTED BY jle/ COMMISSIONER J/- ATE. in w O CL CL a 0 ca 0 a 0 U WHEREAS, the 1963 Session of the Legislature of the State of Minnesota passed a statutory enactment designated as Chapter 851, Laws of Minnesota for 1963, which was a special law applying to certain employees of the City of Saint Paul; and WHEREAS, said Chapter 851 required the approval of the governing body of said City in order to effectuate the terms and provisions of said Chapter 851, Laws of Minnesota for 1963; and WHEREAS on December 26, 1963, the Council of the City of 'Saint Pau, by resolution, Council File No. 215988, approved said law and directed the City Clerk to file with the Secretar of State the necessary certificate to make said Chapter K51 operative and said certificate was filed as of the 31st day of December, 1963; and WHEREAS, said Chapter 851 provides by its terms,-c'— -, with respect to employees of the City who retire pursuant to the provisions of said Act, for payment by the City of certain insurance premiums for any such employee and his spouse; and WHEREAS, said Chapter 851 was not effective at the time the 1964 Budget was adopted, and'in consequence thereof no money could be provided to finance said insurance premiums; and WHEREAS, in the vast majority of cases, an employee who retires will be replaced by a City employee receiving a salary less than the maximum the retiree, normallyjwould be receiving,and, in some cases, perhaps the vacated position will not be filled immediately, the Comptroller has recommended that each department be billed for insurance premiums for retirees from each such department during the year;1964, COUNCILMEN Yeas Nays Dalglish Holland Loss Mortinson Peterson Rosen Mr. President, Vavoulis 10M 6-62 Now, Therefore, be it In Favor z Against Adopted by the Council 19— t Approved 19— Mayor ORIGINAL TO CITY rtLEP1C � , ' • � CITY OF ST. PAUL FCOUNCIL NO. OFFICE OF THE CITY CLERK COUNCIL RESOLUTION — GENERAL FORM PRESENTED BY COMMISSIONER DATE - Page 2. RESOLVED, That the Council of the City of `Saint Paul hereby concurs in the recommendation of the Comptroller and authorizes and directs the Comptroller to bill each department of the City for premium costs for the balance of 1964 for retirees from any said City department and for the spouse of said retiree; that said receipts from the billed department shall be credited to Activity 0907R Retiree Insurance, and premiums paid from these receipts be charged to Expense Code 431 - Health and Welfare Insurance Premiums.
