AN ORDINANCE IMPLEMENTING SECTION 356 OF THE CITY CHARTER, IDENTIFYING SPECIAL POLICE COMMISSIONS AND ADOPTING PROCEDURES AND POLICIES RELATING THEREUNTO. THIS IS AN EMERGENCY ORDINANCE RENDERED NECESSARY FOR THE PRESERVATION OF THE PUBLIC PEACE, HEALTH AND SAFETY. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. The purpose of this ordinance is to implement - -- ---- -Section 356 of the Charter of the City of-Saint Paul relating to the appointment of special policemen and to prescribe rules and regulations for such special policemen. , E� /beitre 2. Sec. 3. All applicants for appointment as special, policemeni, shall make application on such form and under such conditions as the Commissioner of Public Safety shall prescribe from time to time. Sec. 4. No appointment as special policeman shall be given to any person convicted of a felony, or of a crime which while not denominated as a felony in the state wherein committed, is classed as a felony in the State of Minnesota; nor shall any appointment be given to any person convicted of a misdemeanor, without the approval in writing of the Chief of Police of this City. For purposes of this ordinance, such misdemeanor as described shall include but not be limited to traffic offenses for the com- mission of which revocation of the offender's drivers license is authorized. Sec. 5. Applicants, prior to appointment as special policemen, shall provide a bond in the penal sum of $1,000.00 conditioned-upon the faithful and proper performance of duties o imposed by- virtue of appointment, said bond to run in favor of and to save harmless said City of Saint Paul, except that employees La > ° of municipal corporations regularly employed in specific occupations M relating to the operations and obligations of such municipal a corporations are hereby exempted from furnishing bond as required ia_ 0 herein, provided that such employees shall comply with all other obligations, rules and regulations imposed in relation to special opolicemen. ORDINANCE NO. gatheringp or upon any public street or highway, or in any public place, whether on or off duty, a uniform similar to that adopted and used by the City of Saint Paul Police Department; and it shall be unlawful,for any person acting as a special police officer to wear any cap of the same color as that adopted by the Saint Paul Police Department. Sec. 7. It shall be unlawful for any person appointed as a special police.officer to wear or use any badge or other insignia except such as shall be supplied to him by tie Police Department of the City of Saint Paul. Sec. 8. It shall be unlawful for any person commissioned as a special police officer to exercise any special police authority or act as a special police officer except in the place, places or duties designated in his appointment. N, Sec. 9. In addition to any other penalties herein provided, any violation of the terms of this ordinance shall be grounds for the revocation of the special police officer's com- mission by either the Chief of Police or the Commissioner of Public Safety. Sec. 10. Any person violating the provisions of this ordinance shall be guilty of a misdemeanor. See. 11. This ordinance shall be deemed a part of the Saint Paul Legislative Code, and shall be incorporated therein and given an appropriate chapter and /or section number at the time of the next revision of the said Legislative Code. Sec. 12. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Sec. 13.
