RESOLVED, upon the pertinent appeal, under the Zoning Code, by
Caroline E. Tippett, as owner of the subject premises situate in the
City of Saint Paul, described -as the west one-half-of Lot 2 and all of
Lot 3, Block 1, Bryant's Addition to St. Paul, that the provisions of
said Zoning Code hereby are determined and varied in application,as
necessary therefor, and a special permit hereby is granted unto said
appellant and her successors and assigns, for the reconstruction of the
two - family residence structure presently,and since the year 1890, maintained
thereon, in respect of the interior of, the same and so that the same shall
contain separate accommodations for not in excess of four families, said
existing structure having a gross ground area delineated by its foundation
walls, of at least 1000 square feet, and it being hereby found and determined
that such relief is consistent with the public health and general welfare
and the attainment of the general objectives of said Zoning Code; provided
that nothing hereunder shall authorize the substantial alteration of the
exterior of said residence structure. _

Dear Madam:
This is in the matter of the appeal of Caroline E. Tippett to
remodel a duplex into a fourplex on property located on the south
side of Laurel Avenue between Avon and Victoria Streets which is
described as the west one -half of Lot 2 and all of Lot 3;Block 1,
B ryant's Addition. The property is zoned "B" residence.

The subject property is developed with a two - family residence con-
structed in 1890 and remodeled,in 1936 which has a foundation area
of 1,051 square feet. The site has a frontage of 60.03 feet on

au Avenue and a depth "of 117.75 feet, result-
ing in an area of approximately 7,069 square feet. The surrounding
area land uses consist of single and two - family residences.
Section 64--a,v_0 sub- section "o ", par. "2" of the Legislative Zoning
Code provides for t '*re aeiYn -re -aoZi truc•Eion�of the interior
of a house in an "A" or "B "11 residence district erected prior to
August 22,•1922 and possessing a gross ground area delineated by
its foundation walls of at "Tb"a•s ';000 square feet, so that the same
shall contain separate —acc o6M — ENTons for several, not in excess of
four, families; etc.t4 upon appeal to the Council.
The Board of Zoning considered this matter at its regular meeting
on November 21, 1963, and believe the request is reasonable. There-
fore, the Board of Zoning recommends the granting of the appeal to
remodel an existing two - family residence into a four -plex on the
above described property.

You are hereby notified that the Council of the City of St. Paul will
consider the matter of the application of Caroline E. Tippett for
permit to convert the cxisting structure at 808 Laurel to a 4 -plex.
The property is described as follows: Lot 3 and West 1/2 of Lot 2,
Block 1, Bryants Addition. The property is located at the south side
of Laurel between Avon and Victoria Streets.
A public hearing will be held in the Council Chambers of the Court
House and City Hall in the City of St. Paul, at 10:00 a.m. on
December 26, 1963.
