RESOLVED, that Hilltop Construction Company, pursuant to its
pertinent application, therefor, hereby is granted a permit to construct,
maintain, and operate a 47 car capacity off - street parking facility
accessory to two proposed 17 -unit apartment buildings and one proposed 12 -unit
apartment building on said applicant's premises located on the north side of
Hoyt Avenue and the south side of Iowa Avenue, between Rice and Park Streets,
situate in the City of Saint Paul, described as Lots 4, 5, 6, 7, 8, 9, 21, 22.,
Block 8, Merrill's Div. of Rice Street Villas, and the north one -half of vacated
alley adjoining Lots 4, 5, 6, 7, and all vacated alleys adjoining Lots 8, 9,
21, 22, Block 7, Merrill's Div. of Rice Street Villas, in accordance with
plans dated November 6, 1963, as reflected in revised plans dated December 26,
1963; that, otherwise, in respect of such permitted use of said real estate,
said owner and its successors and assigns shall make due compliance with all
applicable municipal ordinances, State statutes, and rules and regulations of
public authorities having cognizance; and that this Resolution shall be deemed
amendatory of this Council's prior Resolution, C. F. No. 214927, approved
October 5, 1963, providing for the grant of a permit for a similar off - street

This is in the matter of the application of the

apartment building to be constructed on, property located on the north
side of Hoyt and the south side o ±' Iowa.Avenuep, between Rice and Park
Streets which'is described as Lots 4,15, 6, 73, 8, 93% 21, 22, Block 8,
Merrill's Div. of Rice Street as and the north one -half of vacated
alley adjoining Lots 4, 5, 6; 7, and all vacated alleys adjoining Lots
8, 9, 21, 22, Block 7, Merrill's' Div: of Rice Street Villas.!
On OctVer 5, 1963, C. F. 214927 the City Council granted a permit for
a 48 car off -street parking lot accessory to four 12 -unit apartment
buildings. Inasmuch as the proposal is changed in respect to the num-
ber of buildings and the number of off - street parking spaces, the
matter is again before the Council.
The new proposal meets the standards for density and building ground
coverage. The Planning Board Staff and the Traffic Engineer have re-
viewed the plan which meets the standards for this type of facility,
and recommend approval.
The Board of Zoning considered this matter at its regular meeting on
November 21, 1963, and recommend approval of the application for a per-
mit for a 47 car off - street parking lot on the above described property
in accordance with plans'November 6, 1963 'as reflected in revised plans
dated December 26, 1963.

You are hereby notified that the Council of the City of St. Paul will
consider the matter of the application of Hilltop Construction Company
for permit to install and operate a 47 -car off - street parking lot in
two 17 -unit and one 12 -unit apartment buildings on the following
described property: Lots 4, 5, 6; 7, 8, 9, 21, 22, Block 8, Merrillts
Division of Price St. Villas and north 1/2 of vacated alley adjoining
thereto Lots 4, 51 62 7, Block 8 and all of vacated alleys adjoining
Lots 8, 93 21, 22, Block 8 Merrillts Division of Rice Street Villas.
The property is located on the north side of Hoyt Avenue, south side
of Iowa between Rice and Park Streets.
A public hearing will be held in the Council Chambers of the Court
House and City Hall in the City of St. Paul, at 10:00 a.m. on
December 26, 1963.
