RESOLVED, that, pursuant to the pertinent application of
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota,
owners of the subject premises, said Authority hereby is granted a permit
for the construction, maintenance, and operation of a 54 -car capacity
off - street parking facility in conjunction with 54 housing units proposed tc
be constructed and maintained by said Authority on said premises on the
northwest corner of Arlington Avenue and Interstate 35E West Frontage Road,
described as Dawson's Lake Como and Phalen Addition: Bl. 11, Lots 7, 8, 9,
23, 24, 25; Block 14, Lots 7, 8, 9, 23, 24, 25; Block 19, Lots 7, 8, 23,
24; Block 22, Lots 7, 8, 23, 24; Horrigan's Sub. "A" Dawson's Lake Cotti.o &
Phalen Avenue Addition: Block 1, Lots 11, 12, 13, 14; Block 2; Lots 11, 12,
13, 14; and a portion of Lot 1, John J. McDonough Homes Addition and to be
vacated streets and alleys adjoining said described lots, such permitted
54 -car capacity off - street parking facility to constitute an enlargement of
exispin'g 20 -car capacity off - street parking facility on the same premises;
that the same shall be constructed and maintained in conformity to the
approved plans therefor herewith filed; and that, otherwise, in respect of
such permitted use of said real estate, said owner shall make due compliance
with all applicable municipal ordinances, State statutes, and rules and
regulations of public authorities having cognizance.

This is in the matter of the St. "Paul Housing & Rede�velpp e t Authority
application for a permit for a 54 car off - streetaxkracilty pro
perty located on the northwest corner of Arlington Avenue and Interstate
35E West Frontage road which is described as: Dawson's Lake Como and
Phalen Addition: Bl. 11, Lots 7,1 8, 9, 23, 24, 25; Block 14, Lots 7, 8,
23, 24, 25; Block 19, Lots 7, 8, 23, 24; Block 22, Lots 7, 8, 23, 24;
HorriganTs Sub. "A" Dawson's Lake Como & Phalen Avenue Addition: Block
Lots 11, 12, 13, 14; Block 2, Lots 11, 12, 13, 14; and a portion of Lot
John J. McDonough Homes Addition and to be vacated streets and alleys ad
joining said described lots. The property is zoned "C" residence.
The site is vacant, and it is proposed to construct an addition to the
McDonough Homes Housing Development for a total of 54_u�n t" �„ Idd-its ona.l

of Interstate 35E, and one would have its access off Arlington Avenue. The
subject property is irregular in shape having a frontage of- approximately
1,256.5 feet on the west side of Interstate 35E Service Road, and 330 feet
on the north side of Arlington Avenue, resulta.ng in a totallarea of approxi-
mately 245,060 square feet. Abutting to theonorth and west are the exist-
ing McDonough Homes, to the east is Interstate 35E , right -of -way; south and
across Arlington Avenue is industrially zoned land, for the most part vacant.
Field investigation discloses no 'basic objection to the proposal,wbich
meets the required standards for density and building ground coverage. The
Traffic Engineer and Planning Board staff have reviewed the parking lot
layout an$ recommend approval. The parking lot plan meets the standards
for this type of facility.
In consideration of the above factors, the Board of Zoning recommends the
granting of the application for a 54 car off- street parking lot on the
above described property in accordance with plans approved November 21, 1963.
