WHEREAS, The Commissioner of Parks and Recreation & Public Buildings
has reported, in accordance with Section 53 of the City Charter,
the existence of an emergency during the period from December 16
to 31, 1963, which rendered necessary the employment of certain
employees of the Department of Parks and Recreation' and Public
Buildings for more than eight hours per day or forty hours per
week in doing the following work:.
Supervision, operation, maintenance, care and protection
of public parks and playgrounds and of their facilities;
photographislg property condemnations for Public Build-
ings Bureau; and equipment repair for other departments.
And WHEREAS, This emergency arose by reason of the following facts and
circumstances:
Seasonal requirements for protection of public property
and pursuit of departmental activities, such as:: Civic
events and municipal sports and playground programs
required increased time and effort of an unforeseen but
temporary nature; breakdown of equipment necessitated
immediate repairs; placing "No Parking" signs for tree
trimming on Sunday; during the.heating season,lthe
plant for the Zoo and Greenhouse must be tended con-
stantly; and flooding time at the playground skating
rinks is regulated by weather and temperature.
THEREFORE, BE IT RESDTVff), That the proper city officers are
hereby authorized to pay the employees who performed
such work in accordance with the provisions of the
Council's salary ordinance, Ordinance No. 6446.
