'WHEREAS, the Mayor has appointed Melanie Huggins as the new Director of the Saint
Paul Library Agency after a nation-wide search for the most qualified candidate; and

WHEREAS, Ms. Huggins will be relocating from Charlotte, North Carolina to accept
the position as Director; and
WHEREAS, Chapter 40 of the Saint Paul Administrative Code permits the payment of
relocation costs when an appointee incurs a move of over two hundred miles as a result of the
change of employment; and
WHEREAS, expenses in excess of $10,000 must be authorized by the City Council;
now, therefore, be it
RESOLVED, that parties are hereby authorized to execute the attached agreement for
the purpose of authorizing payment of relocation expenses far Melanie Huggins, in an amount
not to exceed $12,500.

RennbursementlPayment of Relocation Expense Agreement
Between City of Saint Paul
and
Melanie Huggins, Library Director
This Agreement is between the City of Saint Paul and Melanie Huggins who has recently
been appointed as the Library Director and is for the purpose of reimbursing Ms. Huggins for
relocation expenses.
WHEREAS, Ms. Huggins will incur additional expense for travei, temporary housing
and other related moving costs; and
WHEREAS, pursuant to the Saint Paul Relocation Policy, Chapter 40 of the Saint Paul
Administrative Code, certain costs and expenses can be reimbursed; and
WHEREAS, the proposed amount ofthese costs up to $12,500.00 is approved by the
Saint Paul City Council and will be paid by the Saint Paul Library Agency; and
NOW, THEREFORE, in consideration of the mutual undertaking and agreements
hereinafter set forth, the parties agree as follows:
The City of Saint Paul and the Saint Paul Library Agency agree to reimburse Ms.
Melanie Huggins all eligible expenses far travel, temporary housing and other
related moving expenses up to the amount of $12,500.00 due to the long distance
involved in this move and other special circumstances.
2. All costs must meet the guidelines as set forth in the Relocation Policy, Chapter
40 of the Administrative Code which is attached as part of this agreement.
All eligible relocation expenses actually incurred as a result of accepting
appointment for employment with the City must be submitted to the Finance
Director far payment.

Mayor Cluistopher B. Coleman has appointed Melanie Huggins to be the new Library D'uector. Ms. Huggins will incur additional
expense for travel, temporary housing, etc. The Saint Paul Public Library Agency has agreed to reimbursement of expenses not to
exceed $12,500. The Ciry Council must approve the $12,500 amount and the Relocation Ageement.
