WHEREAS, the Legislative Hearing Officer recommends that a request for an application for the following
licenses (ID # 20060000159) Liquor On Sale Over 100 seats, Liquor On Sale Sunday, Restaurant more
than 12 seats for Casa Vieja, Moises Cortes, owner, doing business as Casa Vieja at 2176 7th Street West, be
approved.
THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul hereby approves this license
application.

MINUTES OF THE LICENSE HEARING
Casa Vieja, doing business as Casa Vieja, 2176 7` Street West
Tuesday, April 11, 2006

The hearing was called to order at 3:01 p.m..
Staff Present: Kristina Schweinler, License Inspections and Environmental Protection (LIEP);
and Jean Birkholz, Council Research.
Others Present: Greg Gallas, property owner and Moise Cortes, business owner.
Ms. Moermond explained the process. When this type of request is made, a notification goes out to the
neighborhood. In this case, one letter of concern was received from the neighborhood requesting that
this license not be granted. Ms. Moermond explained that there are tluee (3) possible results of this
heazing: 1) a recommendation from the Legislative Hearing Officer to the City Council that the license
be granted without conditions; 2) that the license be granted with conditions; or 3) that the matter be
referred to an Administrative Law Judge, which is an option if there is no way that this particulaz use
would work in this location or the owner is not agreeable to conditions that the Legislative Hearing
Officer thinks is absolutely necessary to make this situation work. The City Council will decide by way
of resolution.
Ms. Schweinler, license inspector (LIEP), provided a staff report. She explained that this is a license
application for On Sale Liquor, On Sale Sunday, a Restaurant with more than 12 seats and an Alarm
Permit. It is the same license that has been operated at Parrish's Night Club. At this time, staff is
recommending approval with no conditions.
Ms. Moermond asked if Mr. Gallas had also leased the building to Parrishes. He responded that he just
bought the building and is now leasing it to Mr. Cortes. The business has not yet opened.
Ms. Moermond asked about the bars in the immediate vicinity. Ms. Schweinler responded that this
building is kind of an island onto itself. Farther up West 7'�', there's Famous Dave's, Champ's, Bucca's,
etc.
Ms. Moermond asked about the parking situation. Ms. Schweinler reported that there is ample pazking
forthis use.
Ms. Moermond recommended approval of the requested application. The resolution will be brought into
the City Council meeting tomorrow under suspension by Councilmember Harris.
The heazing was adjourned at 3:10 p.m.
