06-343Council File # 10 � � Green Sheet # 3�}3 0 23� RESOLUTION CITY PAUL, MINNESOTA 1 WHEREAS, the immigrant experience and history is a fundamental part of this nation's heritage; and 2 3 WHEREAS, in 2004, neazly 19% of Minnesotans spoke a language other than English at home; and 4 5 WHEREAS, the Minnesota State Colleges and Universities System employs neazly 16,500 faculty and 6 staff; and 8 WHEREAS, immigrants are a critical component of creating a vital, global economy, and Minnesota's 9 business community benefits from this workforce to create goods and services; and �1 10 11 WHEREAS, the state demographer has stated that 2008 will begin a long-term trend of fewer people 12 entering the workforce and an increase in retirements; thus, Minnesota's workforce will only be 13 strengthened by new Americans; and 14 15 WHEREAS, many elected officials aze immigrants or are children of immigrants, and speak with accented 16 English; and 17 l8 19 20 21 22 23 24 WHEREAS, legislative proposals that intend to divide and discriminate based on language, race, ethnicity, or national origin demonstrate a poor use of leadership as an elected policymaker, and do not serve the public's interest and will not be tolerated; THEREFORE, BE IT RESOLVED, the City of Saint Paul opposes House File 2798, legislation which requires an English pronunciation policy as a condition of instructing students at public post secondary institutions.
