PAUL, MINNESOTA
1 WHEREAS, the immigrant experience and history is a fundamental part of this nation's heritage; and

3 WHEREAS, in 2004, neazly 19% of Minnesotans spoke a language other than English at home; and
4
5 WHEREAS, the Minnesota State Colleges and Universities System employs neazly 16,500 faculty and
6 staff; and
8 WHEREAS, immigrants are a critical component of creating a vital, global economy, and Minnesota's
9 business community benefits from this workforce to create goods and services; and

11 WHEREAS, the state demographer has stated that 2008 will begin a long-term trend of fewer people
12 entering the workforce and an increase in retirements; thus, Minnesota's workforce will only be
13 strengthened by new Americans; and

15 WHEREAS, many elected officials aze immigrants or are children of immigrants, and speak with accented
16 English; and

WHEREAS, legislative proposals that intend to divide and discriminate based on language, race, ethnicity,
or national origin demonstrate a poor use of leadership as an elected policymaker, and do not serve the
public's interest and will not be tolerated;
THEREFORE, BE IT RESOLVED, the City of Saint Paul opposes House File 2798, legislation which
requires an English pronunciation policy as a condition of instructing students at public post secondary
institutions.

Development, on Capitol Region Watershed I}istrict's Proposed Rules. (Report
requested by the City Council on December 14, 2005)
A report was given by Ann Weber, Department of Public Works.
Council Requested that Public Works provide a follow-up report on Apri112,
2006 with recommendations on how the rules could be changed or amended;
mapping out solutions that acttieve the goals and objectives for effectively
dealing with storm water management and setting a framework for moving
forward.
