Approved February 18, 1964. � (February 21, 1964) ' W�REAS, The Commissioner of parks and tZecreation and public Build�ngs has reported, in a ccordance with Section 53 of • the City Charter, the existence of an emergency during the � period from February 1 to 15, 1964, �.ich rendered neces- �� ary the employment of certain employees of the De�a rEment of Parks and Re creatio�. and Pablic &tildings f ox more than eight hours per day or forty hours per week in doing the f ollot�a.ng w ork; Supervi.sion, operation, maintenance, care and protection of public parks and playgrounds and of their facilities; heating plant repair at the municipal garage; and plowing snow on Lake phalen. And WHERE.AS,� This emergency arose by reason of the following facts and circumstances; Seasonal requirements for protection of public property �.d pursuit of departmental activities� such as; Civic events and municipal sports and playground progra�ns required increased time and effort of an unforeseen but temporary nature� breakdoc�n. of equipment necessi-tated �nmediate repairs; during the heating season, the plant for the Zoo and Greenhouse mus-t be tended constantly; flooding time at the playground skating rinks is regulated �y �reather and temperature; �nd �a.nter carnival activities.
