THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to
64, inclusive, of the Saint Paul Legislative Code, pertaining
to Use Districts, Height Districts, and Rezoning of certain
properties in the City of Saint Paul, as amended, be and the
same is hereby further amended so as to rezone the following
described property from Commer6ial District and "B" Residence
District to "C" Residence District, to -wit:
Lots 5 through 19, Block 2, Larpenteur's Subdivision
''Ad1 and the south one -half of vacated street, being
a strip of land 33 feet wide, north of'and adjoining
Block 1, Swift's Subdivision of Lots 10 and 11,
"Smith & Lott's Out Lots," except that portion
adjoining Lot 1 of Swift's Subdivision of Lots
10 and 11; "Smith & Lott's Out Lots "; Lots 4 thru 8,
Block 1, Swift's Subdivision of Lots 10 and 11,
'Smith & Lott's Out Lots ".
Sec. 2. This ordinance is hereby declared to be
an emergency ordinance rendered necessary for the preserva-
tion of the public peace, health, and safety.
Sec. 3. This ordinance shall take effect and be
in force upon its passage, approval and publication.

On January 10, 1964, the City Council referred to the Board of Zoning
the petition of Redeemers Arms Inc. for a recommendation on the ad-
visability of rezoning from commercial distrct and "B" residence district
to "C ". residence - dist -rict_ certain properties located on the south side of
Rondo Avenue and the north side of Carroll Avenue between Dale and St.''A1-
} bans Streets. The subject property is a large irregularly shaped tract and
is described as Lots 5 through 19, Block 2, Larpenteur's Subdivision "A" and
the south one -half of vacated street, being.a,strip of land 33 feet wide,
north of and adjoining Block 1, Swift'sSub'Vots 10 and 11,14Smith & Lott's
Out Lots," except that portion adjoining Lot 1 of Swift's Sub. of Lots 10 & 11,
Smith & Lott's Outlots; Lots 4 thru 8, Block 1, Swift's Sub. of Lots 10 and
11, 'Smith & Lott's Outlots.
On January 9, 1964, the Commissioner of Finance reported the petition
sufficient with the owners of 23 of a possible 32 (68.750) tracts of
land within the prescribed 100 foot radius having signed the petition.
The subject property has recently been cleared of nine residential struct-
ures and is now vacant and at the street grades of Rondo and Carroll Avenues.
As stated in the petition, it is proposed to develop the property with a
Senior Citizen Home which would have 160 apartment units. This is the first phase
of a private redevelopment program by the petitioner which will ultimately
include properties to the south of Carroll Avenue.
The Board of Zoning heard this petition on January 23, 1964, and after
hearing the petitioner and the Planning Board staff, concluded that this
proposal would be compatible with the area uses and would also be in
keeping with the-Comprehensive Land Use Plan of the area. The Planning
Board in 1961 also made a preliminary review of this proposal and made
the same finding. Therefore, the Board of Zoning recommends the granting
of the petition as requested. _

petition of the Evangelical Lutheran Church of the Redeemer
and others for the rezoning of certain property.
I have examined this and. I find out that the property on
which they are asking for rezoning is a property that we
have indicated must be rezoned. I therefore am returning
it to you and I would suggest that you determine the amount,
collect the required filing fee and then refer the petition
to the Finance Department for checking. Following this the
regular procedure is that it will be referred back to the
