Dear Madam:
This is in reply to the Councils refer�al of the application of Toke � Pella for a 20-car
off-street parking lot to be constructed on Lots 1 and 2 and, except the south 100 ft. of
Lots 11 .� 12, Block 4, Lake Phalen Addition No. 2. The subject property is situated on
the west side of Arcade Street between Wheelock Parkway and Nevada Avenue and is classified
in part in the Commercial District and in part in the "A" Residence District.
Field investigation discloses that the property is now being developed with a one-story
restaurant building and that the southerly portion of the site will be developed for off-
street parking purposes. The surrounding area uses consist of substantial single-family
residences adjacent and to the west; a recently constructed two-family residence to the
north across Nevada Avenue; Phalen Golf Course to the east across Arcade Street.and a
filling station immediately adjoining to the south.
The proposed parking facility will not interfere with the residential uses to the west and
north as its location would be directly adjacent to the f,i�lling station adjoining to the
south° and the ingress and egress to the �lot would be for tlie most part off Arcade St'reet
except for one driveway on Nevada Avenue near its intersection with Arcade Street; which
_could be used for dispensing or picking up patrons at the entrance to the restaurant.
The Traffic Engineer and Planning Board staff report that they have reviewed the proposal
and recommend its approval as it meets all of the parking lot standards;�that it would
not interfer with thei area residence uses. ,
In view of the above findings, the Board of Zoning at its meeting of October 10�, 1963
recommended approval of the' applicants request f.or. a 20-car off-street parking lot on the
above described property.subject to providing a 5 foot high louvered redwood fence and �
evergreen screen planting.
