WHE�EAS, the Char er ommission ha.s submitted to the City Council
a proposed amendment to the Charter of the City of Saint Paul which is
attached hereto and incorporated herein by reference, and
WHEEEAS, Minnesota Statutes require that said amendment be submitted
to the voters of Saint Paul within 90 days after submission thereof to
, the City Coun.cil, therefore, be it
� BESOLVED, tha,t a special election is hereby ordered to be held in
a the manner provided by law in said City of Saint Paul, Minnesota, on
; the 7th day of December, 1g6�, for the purpose of submitting to the
electors of said City the question of ratifying and adopting the
proposed amendment to the Charter submitted by the Charter Commission,
and be it
FIIETHEB BESOLVED, that the City Clerk is� hereby ordered and
directed to cause the full text of said proposed amendment to be
published as required by law once a week for two (2) weeks in a
newspaper of general circulation in the City of Saint Paul, which
newspaper shall ha,ve an aggregate pa5.d circulation of at least
twenty-five thousand copies and which newspaper shall be pri.nted
and published in the City of Saint Paul, viz: The Saint Paul Diapatch,
the cost thereof to be paid out of the election expense account of
the General Fund, and be it - .
FU$THE$ EESOLVED, that the City Clerk is hereby ordered to give
-notice of said election in the manner provided by law, a�d. that the
registration records on file in the Bureau of Begistration and
Elections of the City Clerk' s Office shall be used as provided by

authorized and directed to prepare the necessary printi.ng, stationery
and election supplies, the cost thereof together with all the expense

1965, tra�smitting a draft of proposed amendment to the City �
Charter.
Please be advised that we have reviewed the proposed
Charter amendment, and it appears to us to be in proper form.
We have, therefore, prepared the req�isite resolution calling
a special election for December 7, 1965, relative to the sa.me
and have given such resolution to Mr. Donald Nystrom, Supervisor
of Elections, for introduction when all seven members of the
Couneil are available to act upon the same.
