LOSS City Hall and Court House Saint Paul, Minnesota 55102 Gentlemen: For some time the Housing and Redevelopment Authority has been studying the need for additional low-rent public housing for the elderly. On July 9th, your Honorable Body referred the question of providing such housing to this Authority. As a result of the study and in response to the Council's in- terest, there ia herewith submitted an Applicatfon for Program Reservation of Low-Rent Public flousing and for a Preliminary Loan, dated September 1, 1965. The Application requests the Public Housing Administration to re- serve 800 units of housing for the elderly to implement the existing pro- gram in the City of Saint Paul, and to provide a preliminary loan in the a.mount of $82,500 for the costs of planning projects. The Authority requests favorable consideration and approval of the afore- said Application and a proposed Third Amendment to the existing Cooperation Agreement between the City and the Authority to cover this program reserva- tion. This approval does not involve site selection or approval of a con- , struction program, which matters would be the subject of Council considera- tion at a later time upon submissioa of specific requests to Council.
