06-321Council File # � �Q' � � � Green Sheet#3030103 CITY Presented by RESOLUTION SAINT PAUL, MINNESOTA i FY2006 CONSOLIDATED PLAN (CDBG,ESG,HOME) SUBMISSION ?� 4 WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation 5 of the Mayor and with the advice of the Capital Improvement Budget Committee, the FY2006 6 Community Development Biock Grant (CDBG) Program as part of the 2006 Capital Improvement 7 Budget and the 2006 Special Funds Budget; and 10 WHEREAS, the appropriate public hearings on the 2006 Consolidated Plan have been 11 held in accordance with the requirements of the U.S. Department of Housing and Urban 12 Development; now, therefore, be it 13 14 15 RESOLVED, that Mayor Chris Coleman, as Chief Executive Officer of the City of Saint 16 Paul, is hereby authorized and directed to submit the 2006 Consolidated Plan to the U.S. 17 Department of Housing and Urban Development in such form as prescribed by the regulations of 18 said Department; and be it 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 FURTHER RESOLVED, that the Mayor or his designated representatives, PED Grants Management staff, are further authorized to submit to the U.S. Depa�tment of Housing and Urban Development any assurances, certifications, technical changes or additional information that may be required by said Department during their review of the City's 2006 Submission for Federal Assistance; and be it FURTHER RESOLVED, that upon notification of approval of the City of Saint Paui's 2006 CDBG, ESG, and HOME Programs by the U.S. Department of Housing and Urban Development, the Council does hereby authorize the proper City officials to execute the grant agreements and contracts between the U.S. Department of Housing and Urban Development and the City of Saint Paul for the 2006 Programs; and be it b��3�� 42 43 44 45 46 47 A8 49 50 51 52 53 54 55 56 >7 58 59 60 61 62 63 FURTHER RESOLVED, that the proposed financing for the 2006 HUD Programs is provided in the following manner: 2006 HUD Resources 2006 CDBG Entitlement 2006 ESG Funding 2006 HOME Funding 2006 ADDI Funding CDBG Program Income Total $ 8,211,748 348,842 2,291,390 43,160 2,104,252 $ 12,999,392 and be it FINALLY RESOLVED, that the projects and activities to be financed through the HOME and ESG programs will be selected through separate processes, and will come before the Mayor and City Council at a future date. The CD funding has been budgeted as part of the Ciry's 2006 budget. Activiries to be funded with HOME and ESG funding ue selected through separate pmcesses, and will come before the Mayor and Council at a fuhue date. Advantages If Approved: - The City will receive its 2006 funding after IIT.ID has reviewed and approved the Consolidated Plan.
