Initiating Problem, Issues, Opportunity(Who, What, When, Where, Why):
On Febmary 23, 2003, Oleatha G�Ris and Daniel Berchem met at Neweli Park to discuss her attendance problems. Ctixrtis alleges she
was lured by Berchem to the closed rec site to sexually harass her. Berchem denies any inappropriate conduct. The City failed to
undertake a timely and comprehcnsive investigation of Curtis' complaint and take appropriate action.
