WHEREAS, the City of Saint Paul, partnering with Capitol Region Watershed District, Ramsey Soil and Water Conservation
District, Association of Metropolitan SWCDs, Como Environment Committee, and the District 10 Planning Council is an
approved applicant having submitted an application for grant funding of up to $21,428 for year 6(2006) of the Como Shoreland
restoration project;and
WHEREAS, the required matching contributions are being provided by the Capitol Region Watershed District as a cash
contribution of $20,000; Ramsey Soil and Water Conservation District in the form of in-kind services totaling $500 and Saint
Paul Pazks and Recreation in-kind services and materials totaling a value of $41,050 (staff labor, volunteer labor, and materials);
and
WHEREAS, it is the desire of Parks and Recreation to establish an appropriate spending and financing plan for the $20,000
direct contribution from Capital Region Watershed District, and the $21,428 MN DNR Shoreland Habitat Grant; and
WHEREAS, these monies will allow the partnership to continue with the community approved Como Shoreland Restoration and
Management Plan;
WHEREAS, the Capita] Region Watershed District and the MN DNR appropriated funds to the City of Saint Paul for this
initiative in prior years, of which there are remaining balances of $7,583 an $11,728 respectively that can be used towards the
project in the current yeaz; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available
for appropriation, funds of $60,739 in excess of those estimated in the 2006 budget; and
WFIEREAS, the Mayor recommends that the following additions be made to the 2006 budget:

WHEREAS, the Minnesota Department of Natural Resources (MN DNR), via the Shoreland Habitat Grant program, has made
matching funds available to private organizations and ]ocal units of govemment to encourage the restoration of natural
shoreland; and

THEREFORE BE IT RESOLVED, that the Mayor and the proper city offtcials are hereby authorized to execute such
agreements as may be necessary to implement this project on behalf of the City; and
BE IT FURTT-IER RESOLVED, that the Council of the City of Saint Paul approves these changes to the 2006 budget.
