COUNCIL NO
225849
WHEREAS, Victoria from Marshall to Dayton has
been designated one -way for southbound vehicular traffic,
and Robert G. Peterson, City Traffic Engineer, by letter
dated October 27, 1965, attached hereto and incorporated
herein by reference, recommends that said Victoria be
changed to become a two -way street for vehicular traffic
for the reasons stated in said letter, now therefore be it
RESOLVED that the Council of the City of Saint
Paul hereby concurs and approves of the recommendation of
_Bpbert G. Peterson, City Traffic Engineer, and it is
hereby directed that Victoria from Marshall.to Dayton be
changed so-as to be a two -way street.'

In recent years the need to return Victoria to two -way operation
between Marshall and Dayton has become increasingly evident. Currently
the one block of Victoria from Marshall to Dayton is designated one -way
southbound to provide the changeover street for eastbound traffic be-
tween the two -way portion of Marshall west of Victoria and the one -way
portion of Dayton east of Victoria. I
Traffic has been increasing on Victoria :and now approaches 2,000
vehicles per day in the area between University and Selby. The Victoria
bridge across Interstate 94 is the only vehicular access across this free-
way between Lexington and Dale, which are becoming increasingly congested.
The one -way portion of Victoria seriously restricts the use of Victoria
for northbound traffic. Victoria is listed and proposed as a collector
street in the City Planning Board Thoroughfare Plan.

The total traffic volume on Marshall west of Victoria has decreased
from approximately 17,000 to 9,000 vehicles per day. We feel the trans-
ition from Marshall to Dayton can be continued on Victoria even though
Victoria is returned to two -way operation. Parking would remain on the
east side of the street, and the parking prohibition would continue on
the west side of the street.
If traffic volumes would increase rapidly in the future, the change-
over route could be designated on Milton and,Dayton from Milton to Vic-
toria. It seems unlikely, however, that this will occur for at least
15 years.

Apparently an ordinance designating Victoria one -way was not passed
when the change was made in 1941. Therefore,i although an ordinance re-
vision is not necessary, Council approval ofithe traffic control change
is requested. The revision has been endorsed by the Traffic Committee.
