The property is described as Lot 9 and the east 2.5tifeet of�Lot 10,;Block 2, Holcomb's Addition. In 1888 the subject property was developed1with the existing structure which was built as a two family residence. At some unknown date, the � use of the structure was extended to that of a four family dwelling. Because the property is classified "B"' residence district, the applicant is filing an appeal to secure Council authorization to continue the use of the property as a four-plex. _ ,± � . �` , � The Board of Zoning heard this matter on August 19, 1965. The staff reported that there is one off-street parking space presently being provided in the front yard of' Marshall Avenue. Sufficient off-street . parking can be provided by removing the present garage and by providing parking perpendicular off the alley at the rear of the site. If is the Board's recommendation that the appeal to continue the four-family dwelling for the life of the structure be granted subject to compliance with the changes set forth in the Bureau of Public Buildings � Housing Code Division report dated August 3, 1965, a copy of which is attached, and subject to the applicant providing a total of four off-street parking spaces. Install the proper traps and venting to the sinks and lavatories throughout the building. Electric: Stairway light is in illegal extension cord and brass sock-- � et. There are illegal brass sockets used in the basement and one illegal BX run and other extension cords in use. These must be replaced with wiring that meets the require- ments of the St. Paul Electric Code. Apt. ls Remove the illegal wall outlet in the living room. Remove the illegal wall outlet in the bathroom and replace with one that meets the Code requirements . �. ` . Remove the two illegal wall outlets in the kitchen and � install one additional legal outlet and remove the exten- sion cords. , Apt. 2s Install a wall outlet in the bathroom. 710 Marshall ° Basements Repair the plastered walls and ceilings in the basement where they are cracked�'falling. Install a one-hour rated enclosure around and over the boiler room. Install a proper drain in the basement ,of 710 Marshall. Presently� a cover of a backwater valve has been opened and is being used as a floor drain. � Provide vent for the laundry tubs . Electric: Remove the extension cords and brass sockets and replace with a wiring that meets the requirements of the St. Paul Electric Code. Install a new "service that is adequate for a four-plex. At present, the branch circuits are overfused. r i • � ��M w ` u 1� y` ` � i ' Apt. ls Provide one wall outlet in the front bedroom. Provide one wall outlet in the rear bedroom. Remove the brass socket from the bathroom and install one wall outlet. •Remove the illegal outlet from the kitchen and install one � additional outlet and remove th.e extension cords . Apt. 2s . Remove the brass socket from �he bathroom and the extension cords from the front bedroom. '� Also the additional improvements should be mades " � (1) Increase the windo� .area to at least 10� of the floor area in the bedroom of Unit 2 on $ie second floor at 708 to pro- , vide proper light and ventilation. �2) Repair plaster in the southwest bedroom of Unit 2 at 708. Secure loose paper in the north bedroom of �Unit 1 at 710. Repair scaling paint in the bathroom of Unit 1 �at 708 and in the south bedroom of Unit 1 at 710. ' �3� Replace window panes in the dining room Qf Unit Y, in the north and southbedrooms of Unit 2 ,at 708 and in the liying room of Unit 1 at 710. Replace sash .cords in the south bedroom of Unit 2 at 708 and in the north bedroom of Unit 1 at 710.., . � `44) Replaee the interior door of Unit 2 at 708. Replace the torn � - screen mesh in the kitchen of Unit 1 at 708. Dwelling Unit 2 at 708 has a broken screen frame in the kitchen andz�place kitchen shades . (5) Replace the broken door pane in the kitchen of Unit 2 at 710. � � ��6) Repair hand .rail on the front stairway to the second floor at 708 and clean and paint the front ,hallway. Install a hand rail on the front and rear interior stairways to the � second floor at 710. " �7) . Repair the garage roof, install a hand rail �on the front exterior steps , enclose the open area under the porch and repair� csreplace the front porch deck. �(8) Replace the screen windows in the cellar. These windows must be operiable to pravide ventilation. (9) Rat infestation in and around garage and also at the rear of the house.
