An ordinance amending Chapter 126 of the Saint Paul Legislative
Code, pertaining to one -way streets. This is an emergency ordinance
rendered necessary for the preservation of the public peace, health
and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That Section 126.02, Saint Paul Legislative Code, is hereby amended
by adding thereto the following:`' _

This ordinance is hereby declared to be an emergency ordinance
rendered necessary for the preservation of the public peace, health and
safety.

and Members of the St. Paul City Council
Gentlemen:
Attached is an ordinance designating Grand Ave. one -way westbound
from Heather Drive to Oakland Ave. Sometime ago the City Council re-
ferred to the Traffic Committee a petition from many of the residents
living east and north of Oakland Ave. and south of Summit Ave. request-
ing the above one -way designation. They listed various reasons for their
request including the following:
1. There is a rather severe grade on this one block of Grand re-
sulting in a sight distance hazard for children in the area.
2. A one -way designation would reduce the number of "hot rodders"
traveling up the hill.
3. A one -way designation would simplify the Grand and Oakland in-
tersection.
The Fire Department indicated no objection to the proposal. After
discussion at two separate meetings, the Traffic Committee recommended
approval of the one -way designation.
Although it does not strongly object to the proposal, the Traffic
Bureau feels the conditions cited by the residents do not warrant a one -
way designation, and the Traffic Bureau is concerned about the possible
precedent that could be established.
