2 WIiEREAS, adverse action was uutiated against the Tow Truck/Wrecker (Vehicle)

WHEREAS, the Notice of Intent to Deny License Application stated that if the licensee
failed to respond by February 21, 2006, that the matter would be placed on the consent agenda to
impose the recommended penalty; now therefore, be it
RE50LVED, that the Tow Truck/Wrecker (Vehicle) and Tow Truck/Wrecker (Operator)

NOTTCE OF INTENT TO DENY LTCENSE APPLICATION

Dear Sir/Madam:
The Office of License Inspections and Environmental Protection has recommended denial
of the Tow TrucklWrecker (Vehicle) and Tow TrucklWrecker (Operator) license applications
submitted by Wrecker Services, Inc:, d/b/a Wrecker Services, Inc. for the City of Saint Paul.
The basis for the recommendation is as follows:
On Aecember 16, 2005, you were sent a third notice from the
Office of License Inspections and Environmental Protection.
In that letter it referred to an agreement had been reached on
December 5, 2005 in District Court (T2-OS-11�9� to suspend
prosecutiou for the charge of towing a vehicle from Saint Paul
to a lot in Minneapolis without a license. The four conditions
were specifically addressed in that letter. �
The lefter also stated that in order to continue the license
appHcation process, severat documents needed to be submitted:
1) list of towing locations and list of tow order signees with first
and last name; 2) letfer stating the location and secnrity of the ,
lot; 3) file a surety bond in the amount of $10,000; 4) submit a
sample of a the printed order form used when providing
wrecker or tow h-uck motor vehicle services; 5) receive City
Conncil approval for a storage lot which is outside the City
limits;

6) obtain vehicle inspection approval for all vehicles; 'n submit
a copy of a the printed receipt form; 8) snbmit copy of
insnrance certificate listing all vehicles to be license in the City
of Saint Panl including year, make, model and VIN#.
Yon were given uniil December 23, 2005, to snbmit the
required npdated documents. As of today's date, no updated
documents have been received.
At ttus time you haue three options on how to proceed:

If you wish to do business in the City of Saint Paul, you need to submit the requested
documents to the Office of License, Inspections and Environmental Protection at 8 Fourth
Street East, Suite 200, St� Paul, Minnesota 55101-1002 no later than Tuesday, Febraary
21, 2006. Information should be directed to the aitention of Christine Rozek.
2. If yon wish to have a public hearing before the Saint Paul City Council, you will need to
send me a letter with a statement admitting the facts and requesting a public hearing. We
will need to receive your letter by Tuesday, February 21, 2006. The matter will then be
scheduled before the City Council for a public hearing to determine whether to deny your
license applications. You will have an opporiunity to appear before the Council and
make a statement on your own behalf.

Information should be directed to the attention of Christine Rozek. Any request for a
refund of the license application fee must also be made in writing to'the Office of LIEP.
If you have not contacted me by that date, I will assume that you do not contest the
denial of yonr license applications.
